A few of the bigger supergroups like the American Legion and Hero Dawn still do them, but they're scheduled (see their threads elsewhere in this forum).
As far as impromptu, run-by-a-single-person contests, I think you see them less often because:
- There's stuff for a level 50 character to do with their millions upon millions of influence BESIDES hold a costume contest: IOs, incarnate content, mail it to an alt, etc. Used to be that five or six mil was all you'd ever need to SO out your 50; now that there's better stuff to put in those slots, often a billion or more is worth keeping for yourself.
- Nowadays a one million inf (or even ten million) grand prize just isn't enough to get people excited to spend fifteen minutes lining up under Atlas, for a lot of the same reasons. You have to hold 25, 50, maybe even 100 million PER PRIZE in front of someone's face to make it worth their time, and far, far fewer people are willing to do that than used to be willing to give away 10 mil total.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.
Yeah, 20 mill use to catch a crowd...lol. Now it might get you 10 folks at best.

I think the impromptu contests have gone away for the reasons stated and also there are always multiple Atlas Parks now; so you have to be in the right one to even notice that a contest is starting. I would suggest joining the global channel Virtue CCs to help you be aware when a contest is being put on.
If you peruse this forum you will find there are several contests held weekly; The American Legion and Hero Dawn run them every week and I know there are other groups that sponsor them as well blueside. Some of those blueside contests are themed so it is a good idea to read up on their respective forum threads to make sure you fit the theme on a given night. On redside; the American Legion's VG The Praetorian Legion hosts Friday night CCs and the VG THUGS also have a weekly CC; there may be other redside groups that hold regular contests as well but I am not familiar with them off hand.
In addition there are occasional events sponsored by various super groups that almost always include Costume Contests. The Winter Gala being sponsored today (December 17) by The Cape Radio includes many events including a costume contest by Kindred Nocturnis. Check out their forum for all those details as well.
