Returning Player Needs Kinetic Melee/Shield Defense Help (Mid's Included)

I have returned to CoH after a 6 year hiatus and been having a grand time with power proliferation. The character I think will be my new main is the KM/SD scrapper I've been working up who is at 38th level.

ED and the Invention system are things that have been added since I left and while I would love to go hog wild with slotting the fact of the matter is I can't remotely afford anything too expensive. So I have tried to come up with relatively inexpensive slotting options that get him to defense caps. The thing is he I am still fractionally short of getting him there.

I am happy with the power selection and even the ordering of powers. But if anyone can suggest better slotting (or heck, just better build if what I have isn't workable), I'd appreciate the input.

Winters Slow Resist in SJ / Kismet Unique in CJ / Miracle Unique in Health. I honestly didnt see any benefit when I had a second Performance Shifter +chance for End on tank (but again that's limited by my experience on my Icer). Me, I'd probably just 3 slot Physical Perfection (with the Numinas) and stick an additional End Redux in AAO. YMMV

Are the defensive numbers okay, or is there a way to push them a bit higher that does not involve extreme costs?

Yup those are good. Besides the Glad Proc pvp IO (which is hella expensive) the only other thing would be a couple of two Membrane HOs or SHOs to stick into Active Defense (to boost your Resistance to Debuff Defense).

One final question. . . .

I am a bit concerned at the pacing at which defenses improve, so I worked out an alternate progression which brings his defense values up more quickly at the expense of Quick Strike not coming available until late--level 47. On the positive, not using Quick Strike every time it is up saves 1.46 end/sec. (Quick Strike rarely finishes off anything or does such significant damage, so I am not sure I'll miss having it except as a filler between other attacks.)

Or am I better off leaving well enough alone?

Aside from the KD component of QS how attached are you to it (I like the KD component) ? Could you use boxing as an alternative?

If so, kindly a look at this build - hopefully you can draw some ideas from it. I didnt really have time to compare all the builds numerically but this build is keeping in mind when you RSK down. I took Hasten instead of QS (since Spring Attack has a longish timer) although you can certainly take Confront (which can situationally have use). This build has a low amount of recharge though but positionally should be ok (44.9% to M/46.1% to R/44.6% to AoE). I suspect max HP is down but End REcovery may be comparable to your other two builds. I also know that you are returning player so I tried to keep costs in mind (hence no pvp / purple sets)

Also, have you considered reposting this thread in the Scrapper boards where it should garnish more views? Lots of smart peeps there (like yourself).

I am not particularly wed to Quick Strike. My big problem is trying to squeeze too much into too few sub-30 levels. I want good defenses, I want DDR, and I want enough attacks not to be standing around waiting for recycle. Sadly, something has to give.
