Of the three I'd make a Claws/Willpower.
When called on to tank, Willpower's weaknesses are difficulty with alphas and a weak taunt aura. Claws addresses both of those.
's doesn't make things plural.

If you plan to add in IOs- go Claws/elec. I assume you are going this route because of the comment about shooting for soft capped defense. Also, check out the CEBR thread-for more info on this combo. A high recharge, soft capped elec build will fare quite well in end game content. Especially incarnate content.

I'll probably going to make a Claws/Elec. Willpower looks nice but i think i'm gonna try my hand with /Elec. But i'll probably make a /WP at some point.

Elec is going to be your best bet of the 3, especially since you're planning on capping S/L.
