Is access to beta/training server VIP only?

They told us Beta was a VIP perk and I think they said the same about Test.
On Test, a Premium account or a Free account can enter the username/password and get to the server select screen and select the server, but the character list shows "Unlockable for VIP" in each character slot.
Of course, I didn't have any characters on my Premium account already on Test from when it was an active account, so can't tell what it will do if a character exists there. I think it will still be locked and only unlockable for VIP.
I don't have Beta updated currently, so can't verify what actions occur for username/password entry, server selection or character select screen.
EDIT: After updating Beta, I get the same results with my Premium and Free accounts that I got on Test. I can get it to accept my username/password, I can select the server, all character slots show "Unlockable for VIP".
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
