Earth/Storm IO built for ranged defense
No offense intended, but this build is pretty bad.
First and foremost, your endurance use exceeds your Recovery . . . you won't be able to use your powers for very long. And many of your other powers are underslotted for EndRdx . . . I think this build will be unplayable.
Second: Slotting Knockback in Earthquake turns its knockDOWN into knockBACK, which is a VERY BAD THING.
Third: Many of the important powers are so badly slotted as to make them far, far less effective than they should be. Volcanic Gasses with a single Recharge? Tornado and Lightning Storm with almost no Damage enhancement?
Fourth: Poor use of procs. The Miracle in O2 Boost? It should go in Health. The Regen Tissue should be replaced with a Numina's Heal -- the Numina's actually results in higher Regen than the proc. A Perf Shif proc in Hibernate? Wasted, as it will only work when that power is activated . . . when you don't need it. And in most powers that do any kind of significant damage, slotting for damage does more damage than slotting procs. (The main exceptions to this are Stone Cages and Freezing Rain.)
There are a lot of ways you could have gotten more Defense than what you did . . . those Explosive Strike sets are mostly a waste. 6-slot Thunderstrike in Ice Blast and Stone Prison and Lightning Storm. Another Lockdown set in Volcanic Gasses. Frankly, the entire build needs to be re-done.

I took your constructive advice and came up with a much more normal build that is closer to what I already have.

Well, you missed a few of my points . . . look at point four, because you still have a few procs in wrong places.
The problem is that you don't start out with any ranged defense, so you have to build it all from bonuses . . . which means that you have to badly slot some powers just to get those bonuses. It is much easier to aim for S/L defense since you can get an S/L shield in Ice APP, Earth APP and Mace PPP.
What is it that you are trying to do with this character? Solo or team? Are you trying to make a low damage character into something you can solo with? Are you trying to be the main controller for a team?
My view of Earth/Storm is that you really don't need to go for Defense, but a little bit of S/L doesn't hurt. I would rather go for slotting the powers well first and making a playable character, then Recharge and Recovery (since Earth/Storm is heavy on endurance use). If foes are controlled, you don't need defense. When solo, I prefer to use invisibility (Steamy Mist + Super Speed, but you could use a Stealth IO if you don't like Super Speed) to lead Rocky around, let him draw the aggro while I control groups and slowly take them down. On teams, I let the tank do his job . . . run in to grab the aggro. Then I add some ranged AoE control and then look around to see what might be needed . . . positioning, more control, placing pets to do damage, etc.

Truth be told this is my first 50 yet I find my playstyle doesn't fit this character.
I am a run and gun melee character player personality.
I like to charge in first and button smash.
The long recharges on the AOE hold and earthquake are often ignored or the spawns are dead already in large groups.
My favorite powers I use often are the single target hold, air superiority, quicksand and love using snowstorm to push stuff around and debuff them.
I have seen a more offensive earth/storm build and expect I could also do one with the right IOs.
Perhaps a recharge based build since I understand the point that I will never be high damage or high defense on this character.
I can play +3 diff on my lower level melee characters but get two or three shoted at range when trying to solo this character.
I think the idea of getting superspeed is excellent but I already have a stealth power that I use all the time.
I admit endurance is an issue also.

I am excited about this character now that I decided to go stone as my epic power set.
I also have much better slotting and have my s/l def up to 39%. Porblem is getting my E and N defense up to at least 32.5.
I have 12 points in KB protecton that may not be needed. I also would like to fit in the steadfast +3 def somewhere.
This is getting much closer though.

I got my build where I want it with S/L/E/N all at 33.7 to 34.6 defense.
I even got ranged defense to 39.6% and kept the 12 points in KB.
Now I have a heal and some nice melee attacks for when I want to finish off some held stuff.
It is as near perfect as I can get it and what I wanted in my playstyle.
Now to see if the rest of you agree before I go for my respec.

First, I suggest you export with the short form instead of the long form. Short form is easier to read.
Second, this is a classic example of slotting for bonuses and ignoring slotting for the functionality of powers. As a functional build, this one is not very good. Freezing Rain, Stone Cages, and Volcanic Gasses are underslotted, while Quicksand is overslotted.

I think this is going to be my final build.
I realized quicksand was overslotted and moved some of my not as useful slots around to increase my endurance recovery to 1.74 net.
My S/L/E/N are all between 34.6 and 35.5 and my ranged defense is 39.2%.
I also have my recharge up to 142.5% and hasten recharge down to 131.7 seconds.
I like this and have done all I want to do with it.

Here is my final build that I respeced into last night.
After playing it with another player I love this build.
I play it like a scraptroller where I keep on superspeed and steamy mist and run in and stun them with stalgmites and then hit them hard with seismic smash that does up to 500 points damage when contained. I also use hurricane and superspeed to blow then all around and debuff them but this will not be my strategic in bigger teams or against higher level opponents. I mix in stone prison and fossilize and some more stuns or AOE debuffs as needed. All of this time my animate stone and lightning storm are wreaking havoc on everything around me.
I disagree that I don't have enough slots in volcanic gasses or other long charging powers. My powers recharge in about 1/3 of the base time.
I will continue to work on endurance management since the earth/storm set will always be endurance heavy. Cardiac incarnate may be my way to go.
I think this is a good build once you are already to level 50. I am not sure I would use it to level up.

It is rather clear that the OP has no interest in the feedback that has been provided in the thread, and if this build works for them, GREAT! And although this build is significantly better than the first build posted there are still some flaws. Some advice directed to other people looking for build advice:
If you are having endurance troubles then the very first step is to stick a Numina in Health along with the Miracle. That won't solve your problems (since you don't have an endurance recovery power in your epic, you will almost certainly need incarnate abilities to fully manage your endurance) but it will help.
As has already been pointed out, Freezing Rain is far under slotted. This power should have recharge and Procs in it. I can think of very few situation in which the defense debuff from FR would be insufficient, but the additional debuff from shield breaker would be. If you need more defense debuff on a target, then I would recommend taking tornado. (In fact, almost all high performance Earth/Storm builds will take Tornado because Earth has an immobilize that suppresses Knockback allowing Tornado to deal massive amounts of damage. If I was only going to have three slots in Freezing Rain, I would probably go: Recharge, Recharge, Achilles' Heel. For a more detailed explanation of FR option, I direct you to my guide. Numbers are slightly different for controllers, but it will give you an idea.
Also, you are trying to build for both ranged defense, and smashing/Lethal defense and as a result you fail to soft cap either. Now granted, with a controller you generally have enough lockdown that defense is not a major concern, but to the extent that you are going that route, you are generally better off soft capping (That means hitting 45%) of either ranged or smash/lethal, rather than going for mid 30s on both. (If you are only planning on running incarnate content, then this is less relevant as the softcap there is 59%) The difference between 45% defense and 35% defense is the difference between getting hit 15% of the time, and 5% of the time. In other words that final 10% means that you're only getting hit 1/3 as often. The absolute minimum you should do on this front is slotting 4 kinetic combats in Seismic Smash. (4 enfeebled operations aren't bad either, I would probably pull slots from either Thunderclap or Stalagmites and Seismic Smash)

I do read and listen to the feedback as I am sure that those posting know what they are doing.
However, I also must say that there differing opinions on playstyle and what is recomended varies by poster.
I am not trying to gimp my character and do try to understand all suggestions.
My playstyle, as I noted is more towards melee toons so I am also trying to find a way to make this character more fun for me yet still not gimped.
I don't care to stand back and debuff all day long. I find it boring and not really very needed when playing with other level 50s. Most stuff is dead before I can use more than two or three debuffs anyway.
So here is another build with S/L just about at 45% (44.9 to be exact).
I know that freezing rain is still badly slotted per the advice I keep getting. I can live with that.
I kept my slotting the same since I already respecced.
I understand that 5% chance to hit is better than 15%. What I didn't know is that I could keep my ranged and E and NE defense still between 32 and 34% while getting S and L to 45.
I appreciate the help and time everyone has spent helping me.
It has been a learning experience and my frustration is with the time I spent when I still don't seem to get it right and not at the posters.

Using Mids and creating builds can be (or is) a mini-game of its own and like any game or task repetition and practice will make you better at it. I'd hate to think how many versions of my main (a claws/sr scrapper) I've created in Mids that I've saved never mind the ones I've tossed out after one glance.
To help with endurance issues if you haven't already (they aren't selected in the Mids build - which may or may not mean anything) I'd strongly recommend gaining the +max Endurance accolade powers.
I'd slot up Stone Cages before I'd slot up Stone Prison ... especially on a team build. Most of my team builds in fact have skipped it of late. Trap of the Hunter also gets +def(ranged) and can be used in Cages.
I'd take Quicksand earlier. It's an excellent form of control at lower levels if one exemps often in addition to its debuff.
Steamy Mist - You're building for defense so slot for defense (especially given it buffs defense (all)) as well as resistance.
Freezing Rain - I know you said you'll live without the recharge, I'd counter you can also live without the +def from your current slotting. I tend to play very aggressive characters (my first 2 characters and level 50's are both Scrappers) and my Earth/Storms are no exception, I'd even say they can be among my most aggressively played "squishies". You'll hurt those foes with Seismic Smash even more if you're doing so while Freezing Rain is raining down on them owing to its -resist. 25 second recharge is probably at the upper end of the recharge time at which I'd consider a power to be up every spawn which is the minimum you want Freezing Rain available.
Earthquake - Also want to slot this up. The To Hit debuff is what I would enhance for your desired build goals and play style. The -To Hit is effectively +def you just need to allow for typical resistance to that debuff from the foes you encounter. Even if your target(s) stay standing the debuff will effectively push those 32-34% defenses towards the soft cap of 45%. Obviously on their backsides defense is *who cares*. It can also take the Achilles -resist proc to increase damage output.
Fissure - Using the Posi damage proc will result in more damage (A/D, A/D/E, D/Rech, proc)
Tornado - You want. Huge damage potential on the toughest targets. Maybe next build/respec.
Earth's Embrace - 3 slot > Rech, Heal/Rech, Heal/Rech. You are only 25 health from the cap. More health is essentially wasted, focus on keeping it available.

The main thing that helps is that your playstyle is very similar to mine. I play mainly melee characters too and like to take a charge in mentality and jump into the middle of danger.
I don't take stupid risks though so having the earth's embrace along with quick recharge and good defense would be my priorities.
I also need to do some damage to feel like I am contributing and this character was pitful in the damage department before this respec.
I do have a couple of banked respecs due to how long I have played the game but was hoping to save some of them. I could run some respec trials as needed. I do not have an unlimited budget but can farm with my fire tank when I feel like it. My builds here were actually focused on using low price IOs which is why I purposely did not have kinetic combat.
I think I will play around with a better slotted version that includes tornado and more slotting for earthquake and stone cages.
For now I am happy to say that this character is back in the rotation of getting played along with my fire brute and my katana/electric scrapper.
But the mini-game of Mids is just too addicting for me to ever stop thinking about things to tweek.
What is a second build option and how do I do it? I haven't tried this yet.

I tried a whole new build with a focus on better slotting powers regardless of the set bonuses and have come up with this.
I have tornado and freezing rain in it with much better slotting and still get 41% S/L defense.
What suffered was the global recharge where hasten is now a very bad 190 seconds.
Definately will need more work and I'm not sure this is any better than my previous build.

Yes, having Freezing Rain recharge more quickly is a good move. It's a great mitigation tool and significantly increases your damage output.
If you need another slot, I'm not sure how much utility you're getting from the Karma: -KB slotted in Steamy Mist. KB -4 is good enough for 95% of everything, and going to -8 doesn't get you all that much mileage. I almost never have any KB problems with squishies that just use one -KB IO. When you do run into something like Fake Nemesis that can KB you, just hold them first.
You might consider putting that extra slot into Fissure to get the 6.25% recharge bonus out of Positron's Blast, and four-slotting Basilisk's Gaze in Fossilize with two enhancement boosted Damage IOs to crank up the damage.
That will get you up to 51% recharge without Hasten.

I was thinking about dusting off my level 50 earth/storm (Stormcloud on Freedom) and instead of focusing on recharge IO sets I decided to try a build based on ranged defense.
I got ranged defense up to 41.3% which seems pretty good without alot of very expensive sets.
I don't do much damage with my single target attacks but then again when did I ever.
I would probably just use the temporary ranged powers more to add more single target damage.
What do you think?
