Safe Mode Problem
Once City is open, go into the options window, go to the last tab, and change your resolution to whatever your desktop is. You didn't say you did this step, so I'm just making sure it's not a PEBKAC issue.

I tried that first but the message that says I'm in safe mode ( at the password screen ) say I won't get the said message unless I touch the options but wether I do or don't it still doesnt work
and what's a PEBKAC?

Run this program CoHHelper and post the results here. My suspicion is that your system isn't really capable of running the game any more except in safe mode.
However to stop it loading in safe mode. Open the launcher and right click on the city of heroes link. Select Properties. There will be a check box that says launch in safe mode. Make sure it is unchecked.

The system is more than capable of running just about any game, it's just a few weeks old, the safe mode is unchecked, I'm wondering if the fact the swap file is on 'D' might affect it? Everything else fires up proper quick.
The drive it's located on shouldn't affect it at all. I've known people who run the game off a thumb drive.
Run CoHHelper anyway. It will show all the game settings and we might be able to spot what is causing the problem.

In the NCsoft Launcher, right click on the game and select Properties and make sure the "Launch in Safe Mode" is not checked. If you are not launching the game via NCsoft Launcher, please let us know how you are starting the game (desktop shortcut or through the Start menu, etc).
I recently re-installed CoH and it now always starts in safe mode and takes forever to load and when it does, it's 800x600. Is there an issue with installeng CoX on the 'D' drive my 'C' drive is an SSD so not a lot of space there
