You really need to get Mind Over Body tho, thats what makes 50's tough :P
also it looks like you were focusing on little bits of recovery, its really not that useful, its nice to have as a bonus, but I wouldn't actively seek those little bits.
Global recharge and max HP are more useful.
You'll want a single KB protection IO somewhere (i put it in Venge).
Acrobatics and Combat Jumping would be nice to have, but not critical.

I think that your IO sets are all over the place, producing a random assortment of bonuses. If you focus your IO set choices on a specific goal you can generate some impressive results.
For example, my Empathy/Energy Blast Defender wanted really high +Recharge so I squeezed in as many copies of Decimation and Doctored Wounds as I could. My Dark Miasma/Dark Blast Defender chose all his set bonuses with an eye for Ranged Defense, going heavy on Cloud Senses and Stupefy.
I think your frankenslotting is inefficient. Although you can get higher percentages of bonus by slotting dual and triple IOs, using weaker low-level IOs like Razzle Dazzle and Kismet (both of which top out at 30) decreases your bonuses and negates the advantage. I think it would be more efficient to stick with one IO set for the whole power and get some useful set bonuses.
Some of you enhancement slots are basically wasted due to Enhancement Diversification. Specifically, the third IO in Resurrect and Stamina actually contribute a paltry 16% bonus. If you put one of these largely-wasted IO slots in to Rain of Arrows you could have 6.25% +Recharge from Positron's Blast. Likewise, with an extra slot in Stunning Shot could get you another 6.25% +Recharge from Stupefy. (Hindenburg's spec picks up a number of missed +Recharge bonuses like this.)
Healing Aura is another power that has been so over-enhanced that ED is consuming a lot of your bonuses. You could drop an IO slot (maybe two) from that power and never notice the difference in effectiveness.
Unless you can spam a power very fast indeed, procs are most useful in a toggle or inherent power that's always running because they will check for an activation every 10 seconds. So, as long as you are going to have the Miracle +Recovery and Numina's Convalescence +Regen/+Recovery, they will be most effective in Health.
Oh yes, some of those changes are brilliant... I was trying to go for more recharge than recovery, actually, I just... There were places where you moved a slot into a different power to allow a recharge set bonus, that I simply didn't see the option.

Grats on the big ding! Just thought I'd chip in for what it's worth...
I had a look at the builds and am in agreement that I can't see much in the way of what you're trying to achieve.
In terms of Empathy: AB, the 2 auras, Resurrect and Fort all have "long - longish" recharge times. RoA is also lovely to have as much as possible as you have no way to boost your own damage, or debuff the enemy.
To that end, I've focussed on a heavy +Recharge build using the lone LoTG you set out with. In practise, if you can run the SSA's (three of them) and then do one a week later, that gives you 4 Hero Merits which will buy 2 LoTGs. They're not easy on an Emp (not a much of the game is easy solo with an Emp) but I'm sure someone will help - especially when you can turn them into a killing machine.
I've also assumed Tier 1 Spiritual (need to click "Incarnate" on in the planner), added Hasten and MoB at the expense of Grant Invis and Long Range Teleport. Hasten is (in my mind) critical with so many long recharge timers. With the build below, you'd be able to get perma Hasten with Tier 4 spiritual and just one more LoTG.
The general effect now, is that your 2 auras (which do help you a LOT) are down for much less time (50 seconds down, 90 seconds up as opposed to 150 seconds down, 90 seconds up)
Swapped recharge for End redux in Rez & CM. Rez uses a large chunk of End when you use it, and unless you're on a dreadful team, you won't need it that often. Besides, the global recharge built in makes it come back quick anyway. Same goes for CM.
In fact, this global recharge boost has meant much less of a need for recharge slotting in individual powers. In terms of defence, I didn't bother on my Emp/Psi because I went purple with it, and have 30 seconds downtime on the auras. With Destiny/Clarion I'm a regen scrapper for 90 out of every 120 seconds. If you decided to go that route you could remove the Steadfast +3% def, and the two health procs, as well as save a few slots in Manoevers (which isn't doing much anyway). My way of thinking is that for 30 seconds I need to survive until I can run both auras again.

Wow, that is a LOT of recharge, thank you! Although... It does appear that one of the Doctored Wounds recharge set bonuses is being wasted there...
Here's what I have / am working toward at the moment, incorporating comments from the above posts. I do still want to take Hasten and move a slot into Snap Shot to allow another recharge bonus from Decimation, but those adjustments will require a respec, and I'm out at the moment... In fact, I used my incarnate 3rd build to get this far, before the most recent set of comments.
I am considering the comment on recharge vs endurance for rez/CM. Really the recharge is just there for convenience of bulk casting for CM, and it seems to me that if one person dies, another is usually right behind them. After all, the first death means I'm either lost, not paying attention, or made a mistake, right? *grin* Whereas if I'm in a group large enough for these to make a dent in my endurance, then I have a big enough endurance boost from the group that I rarely run low... So anyway, I'm pondering that one...

Aaanyway...
In terms of recharge vs end cost:
I'm not sure it makes a massive difference to be honest. Rez is handy, but I don't use it hardly at all. On Leagues, most folks hit the hospital before I can get to them (if they were close to me they wouldn't be dead). A lot of toons have self-rez these days (temp power, vet reward etc) and will hit those before I can get to them. It costs 26 End to Rez. That's a quarter of your End bar. If you're a mobile, blasting, buffing defender, then that's a lot to lose in one hit.
CM is very much up to you I think. I have a lot of global recharge, so I let that take the strain and put the end reducer in to keep the blue bar hit down.

Few thoughts (and a alternate build) to ponder on.
Agree with Laughing Man, I'd go with an Endred in Resurrection over Recharge. Even with large amounts of global recharge it isn't going to recharge fast enough for multiple rezzes from one tough encounter but that same tough encounter could at the wrong moment find you with your RA down and your blue bar trying to bottom out ... having the end available to get one teammate back into the fight could be the difference between a wipe/regroup and winning.
I think what you enhance Clear Mind with is a total toss up and makes no real difference. I find I usually go with a Range IO to get the wandering teammate across the room if need be *shrug*
I'd definitely try to fit in Hasten. Empathy loves recharge to get those Auras and AB downtimes to a minimum.
Tweaked your build some, attempted to stick to moving slots around and keep power changes to a minimum but did swap Tactics out for Hasten. With more work I'd look to keep Tactics and potentially add an attack or two. I kept Fortitude 6-slotted primarily because of dropping Tactics and enhanced it to ED cap both To Hit and Defense.

Finally hit 50 (and unlocked my Alpha slot! - still waiting to catch an iTrial in the making, but I have time...). The following is my attempt at a "first goal" for my build. I did put in an LOTG +recharge and a purple sleep set as "stretch goals" (hero merits, perhaps?), but for the rest I tried to keep it to something I think I can get, sets I'm already familiar with / have pieces of, etc. I have something like 100 mil between all of my characters, so I expect it to take a while to accomplish even this level...
I welcome any thoughts. Had a lovely chat yesterday with an older emp/archery that set my brain to percolating, but anything you want to add to the mix... Powers, enhancements, playstyle, how best to gather inf now that I'm a 50... You know, whatever.
