Will these power sets ever get proliferated to tankers? What's holding the Devs back from making this move?

Probably just time/work. With MA and TW they're giving us +Def powers, so as near as I can tell it's just a matter of pacing themselves with all the other crap they do.
They ALL float down here. When you're down here with us, you'll float too!
