I prefer Oppressive Gloom over Cloak of Fear. It costs less endurance and can be simply shut off anytime you don't want to worry about it interfering with the 1 shot rule, (in the rare cases where that would come up). OG also tends to stack better than CoF from any stuns you have in your primary or any stuns that your team mates may have. The only time I would really want the tohit debuff from CoF is when it would be highly resisted.

What is your primary? If you don't have stuns in it, then you may want to go with CoF since you said you're building for defense. ToHit debuffs act as additional defense (though it can be resisted). Plus, you still get a mag 2 mez. Additionally (if you wish to go all out) I think the ToHit Debuff IOs and Fear IOs have damaging procs, so you could treat it as a second mini death shroud with mitigation and debuffs thrown in.
Edit: It's worth noting that everyone complains about CoF's endurance costs, but it's the same cost as Death Shroud (.52end/sec base). Once slotted and with Cardiac, you won't even care.
If you have some serious damage mitigation and endurance management, as you might on an IO'd out end game build, then I'd suggest Cloak of Fear. In a case like that, Oppressive Gloom may do more damage to you then it prevents, while Cloak of Fear is still pure mitigation. In most other cases, Oppressive Gloom is the "obvious" choice, as it takes almost nothing (slots or endurance) to do its job, and it prevents much more damage than it causes.

Cool ... thanks for the input I'll review the builds from here.
I use Cloak of Fear, and slot it with 5) siphon insights, and 1) HO (endoplasm). I took the set for the s/l bonus but now I swear by it for its own sake.
I keep taking OG, and respeccing out of it. I don't love how mobs stagger away from me on a scrapper, and for squishies, it only seems to pull mezzing aggro. However, with ranged attacks, my da/spines would happily take it on top of CoF, if I could find the room in her build.
I'm building for defense and I would like to know which [toggle] AoE would be better to take: fear or stun. Sorry I can't think of the names
