Heya - you need to have 8 team members, have run your patron arc to it's fullest and ( I think) be a pure Blood villain (not 100% on that last one though). You can have Vigis' and Rogues in your team makeup.
You need to obtain the Usurper badge by defeating LR in the last Patron Arc

One important correction to an above point - both rogues and vigs can start it, again, given that they have the Usurper badge.
Global = Hedgefund (or some derivation thereof)

The badge requirement needs to be added to the wiki when it is unlocked. Just a reminder to anyone in case I don't get to it first

Several friends and I tried to run a LRSF last night, but Recluse wouldn't talk to us. I've searched the forums and Paragonwiki, but I don't see anything about needing to/how to unlock Recluse as a contact.
If you need to unlock him, how do we do so?
