Getting perma PA on my ill/therm

I have a build in mids that has PA recharging in 60.02 sec.. I was wondering if is it possible to get perma PA without the incarnate abilities see that my second account is a premium account..

Oh.. I have hasten perma by like 2.6 sec..

No offense, but your build needs major work. Way too many pool powers and not enough core powers from your powersets.

You would do better to take some of the more useful powers out of Illusion than worthless powers like the Stealth pool. Plus you can get more recharge from the Illusion powers. SI and GI are both superior to anything in the Stealth pool. Since you have GI, drop Stealth, Grant Invis and Invis. Add SI and Hover if you need another place for a LotG Recharge. You can move those slots you have in CJ to SI -- CJ uses almost no endurance so that slotting is wasted.

I suggest you take a look at my Illusion/Rad guide for the Illusion part. Therm has some similarities to Rad, so my Perma-PA builds should help you. The main difference is that without Accelerate Metabolism, you have to make up the 30% Recharge from that power. Some of the purple sets you show will help with that, but you can do better. The guide will help you with your slotting for PA and a lot of your other powers.

Take Deceive and slot it with the Coercive Persuasion set. (Read the section on Deceive and learn how useful it is.) Take Flash, move the Unbreakable Constraint set to Flash, and slot Blind with 4 Baz Gaze, an Acc/Dam Hami-O and a Damage IO. And that Chance to Placate in Blind is a complete waste of a slot.

Took some of your advice local.. is the updated build any better?

There are a couple of things that I would change with the build...

1) You don't need both group invis and superior invis, and they are both way overslotted.
2) I would suggest going with the /Earth epic because Fissure, Seismic Smash, and Rock Armor are much better powers than Poisonous Ray, Disruptor Blast and Summon Tarantula.
3) Forge should be slotted better because it's a good power.
4) Melt Armor should have more recharge.

Here is a build that has Phantom Army with about 3 seconds of downtime (perma with tier 4 Spiritual Alpha) and about 36% Smashing/Lethal defense which should help with survivability. Granted this build is not cheap, but I suspect that it will definitely outperform the one you've posted.

that's a good build. But I'm looking for a way to get perma PA without any of the incarnate abilities since my toon is on my second account that is a premium account.

And no offense. But I don't wanna be wearing poo all the time

The goal was perma-PA. Here's an Ill/Therm with Perma-PA (just barely) and a lot more of the powers from the secondary. The one wierd compromise I had to make was taking Rise of the Phoenix and slotting it with the purple Absolute Amazement set. Other than that, the powers are slotted to be functional. I also kept the Blind-SW-Blast-SW attack chain that I feel is essential to keeping your damage up.

It has perma-hasten, perma-Melt Armor and Perma-Heat Exhaustion. You get both the AoE and single target heals. And one of the Resist Shields. Here's the build:

Nice although I can't look at the build due to being at work. But as long as PA is perma then I'll be a happy camper. On my current build I have the ice mastery. And I never thought of taking the flight pool for means of travel.

My Ill/Therm is my marketeering toon and it's ironically the one I haven't really spent time tricking out her build. Will have to do that real soon.

My main purpose is to solo GMs. Which I have. I've done Adamastor, Jurraski, Jack in Irons, Eochai, Kraken, Paladin, and umm... I think that's it.

Actually I rolled her in i12.

She has IOs and all, just not built optimally. I've taken her out against the GMs in Peregrine and been able to stalemate them rather easily (but not defeat them) with the current build. It's not perma'd PA so dps drops in those seconds where they are still recharging.

I haven't tried those GMs. I made mine originally for PvP but instead started using him for GM hunting. I have like 160%-ish recharge currently on my build now

There are several advantages to flight.

(1) you can fight from the air, staying out of melee. Combine that with invisibility, and you you won't get noticed by most foes, either. Use an easy Fly/Hover toggle to fight while in Hover. (I use the Speed on Demand binds in CityBinder, which automatically puts me in Fly when moving, then in Hover when not moving.) Since Illusion mostly works best from range, this is a really nice fit.

(2) Both Hover and Afterburner will take Defense enhancements, so both can hold a Luck of the Gambler Recharge IOs. None of the other travel power pools have two powers that will take LotG Recharges. Jump has one, Speed and Teleport have none.

(3) Afterburner takes care of the biggest complaint about Fly . . . it is too slow. Fly is otherwise the best all-purpose travel power.

(4) Fly is, by far, the best travel power to have for those missions where you have to travel around a zone looking for Glowies or certain foes.

(5) Fly lets you travel long distances without having to pay attention. Good time for a short AFK.

The Ice APP is nice for several reasons: The Blast is just as quick as Fire, does a rarely-resisted damage type even if Fire does slightly more damage. The armor is S/L Defense instead of Resistance and looks a lot better than Rock armor. Hibernate is a wonderful "Panic Button" power. And you get a choice of two AoE damage powers -- I prefer Frost Breath because it has all up-front damage and recharges faster, but Ice Storm does a lot of damage if you can keep foes in it for the entire duration.

I use Fire on my Ill/Rad and Ill/TA, but I use Ice on my Ill/Storm and Ill/Cold. Both sets are very good.

I have a few toons that use fly, but I never thought about taking fly on this toon.. I dunno why though..

After looking into it.. I will prolly spec into the flight pool and drop leadership and the stealth pool.. and ill keep the ice mastery..
