I think there's an e-mail address you're supposed to send in tip ideas to but damned if I can remember what it is..
Best thing to do is block those who are unhelpful. Next time you ask for help, you wont hear their replies.

This is totally off the top of my head and may not be 100% correct but:

Subject should contain "TIP:" at the beginning if I remember correctly. I'm pretty sure the cohsubmissions part is right, after the @ could be anything. Who knows if people even man the email account anymore.

A suggestion for the tip on the loading screen "Manners Cost NOTHING". As it does get tiresome when players ask for help and a select few come out with the crass comments, instead of helping the player. But on a positive note when u do help most players u do get a nice Thankyou back.
