What will I need to make it as a 2gun/Electric?

Very little guide information available, from what I pieced together 2gun is a mediocre damage set and electric is a pretty good damage set. I'm thinking Melee Blaster, so what should I do to make this combo work to its fullest?

No Rerolling, i'm locked in and vow to break my altaholism.

I am not going to post a build or anything, but, the easy answer? Play on a team all the time with that character. With that combo, you could pick powers willy nilly if you team full time and have fun. If you plan on solo or duo or some smaller scale mayhem...
I would say there is synergy, in that you have a dmg aura, and two of the aoe powers should mesh well in Melee. The cone attack might be a stretch to use well if you spend most of the time in Melee. Elec is a great set for blapping, fast and high dmg.
Without mez protection though you will find the dmg aura detoggled all the time. It might be better to leave it off, and stealth into a group and open with the tier 9. If you use regular ammo there is a knockdown effect. you could use that as an opener. Knock them down, fire off the targeted aoe at point blank and then blapem' into submission.
or pick up leap attack. Use it to get into a spwan, use the aoe, then use the tier 9 to knock them all down again after they get up, then blapem'.

Just some thoughts. others will have to give you build advice, I have never run that particular combo myself.

Its the shortened version of Dual Pistols I saw someone use that I preferred over writing out dual pistols or DP.

I already liked the idea of Spring Attack, same pool as Combat Jumping and Acrobatics which help with resistance to immobilization and holds too. Can you use stimulant (from healing pool) on yourself?

I wasn't too keen on the pistols AoE's and see them as less effective than the Electricity Manipulation AoE's. I feel that the guns really are just the ranged option when things are at a distance. Soon as it gets close, I focus much more on electricity and aggro management. The guns come out for their secondary effect (slow, fire dot, -DMG, knockdown) as necessary.

Anyhoo, if anyone comes up with something I should consider let me know. I'd like to know what my option are before I go too far.

I like Acrobatics, and have found the hold protection to be useful even though it's only mag 2. This means most lieutenant holds will not affect you unless stacked. I definitely noticed a decrease in hold time as a result of Acrobatics. (Stuns will remain your bane.)

Unfortunately, Stimulant can't be used on yourself.

Pistols' Targeted AoE is easily used on a target right next to you as a PBAoE, and is worth taking and slotting. And the PBAoE crashless nuke is definitely something you're likely to want to use as often as you can. Skip the cone.

If you're thinking melee blaster, consider taking Mace Mastery or Ice Mastery for the defense-based shield. You can build strong Smashing/Lethal defenses using either of those as a base. What doesn't hit you won't mezz you.
