Are you using the City of Heroes installer or just the NCSoft Launcher to kick off the install? (Either should work, but it just helps troubleshoot it).
If you are able, it may be easier to copy your install directly across onto her PC to the same folder, install the NCSoft Launcher and tell it to install CoH. It should find the copied install, update if required and then run an integrity check on launch.

she lives hours away atm and shes using the nc soft installer since (as far as i know) its the only way to install city of heroes, so is there any solution to this error?
Has she tried the Repair option?
Also, if she has a ~PS folder in her CityOfHeroes folder, try deleting the ~PS folder.

The ~PS folder which might be in her CityOfHeroes folder (C:\Program Files\NCsoft\CityOfHeroes or C:\Program Files (x86)\NCsoft\CityOfHeroes).
Also, if she right clicks on the game in the Launcher and selects "View Last Error", what does it show?
there is no ps folder that i see in mine or hers, as for the errors all the errors are what i said above =s
I don't see the text from the "View Last Error" above. Could you post it again?
"Downloading install information" and sits there with "error during last operation" in the lower left corner. Thats about all the info i have on it =s, didnt see any PS folder and she doesnt have a city of heroes folder just a ncsoft one. She not able to install any games from the launcher infact. It just sits at the downloading install information

I've been tryin to get city of heroes to work for my girlfriend literally all day, ive check every solution i can think of.
Basically when she tries to install the game it goes to "Downloading install information" and sits there with "error during last operation" in the lower left corner. We tried restarting, redownloading, safe mode, updating the .net framework, and other things. So if anyone could shed some light on how to fix this is would be greatly appreciated
