Essentially it's WAI.
As a VIP you have, say, 23 characters and go premium. When you go back to VIP it doesn't unlock all the characters, but gives you 23 unlock tokens instead (I'm assuming there's a technical reason for this, but there might not be). As far as I'm aware it's entirely up to you how to spend those unlock tokens, you're not ending up with any more slots than you had the first time you were VIP, after all; I guess in principle you could use all of them to unlock new slots rather than making old characters available again.

Currently if you go from VIP > Premium you lose your open character slots and have to unlock the ones you wish to play manually. That bit is fine, however if you go back from Premium > VIP I had an additional 23 character slots [was the total i had on union] ontop of the 23 locked characters.
Now by unlocking one of my characters i lose a new creation slot obviously but some of my characters i no longer play but just keep them since they've been there for so long. So my question is this, is this a bug or an exploit because at the moment i am unsure whether i am allowed to use those new character slots i now have.
Currently as it stands i would have gained 10 free new characters slots since 10 of my current locked characters i havent used in years.
