When did you pay, exactly? I assume it might take a couple of hours for the servers to be notified. Do you have some tokens to spend to open slots? I don't know exactly how the transition to VIP works. If you do they should be listed on your server character selection screen.
Also, I see your join date is 2005. So you are likely Premium, not free. And any Premium can join an SG, so there's something fishy going on here. PEBCAK? Or some kind of bug unrelated to your payment status?
A bit more info would help.
I think the way it works for character unlocks is that you get a bunch of unlock tokens and you have to go through and click on every character and unlock them. Pretty silly, but I believe that is the case.

I'm pretty certain that PeterPeter is correct. Going to VIP doesn't automagically unlock all slots it just permits you to unlock them up to some set number. I'm assuming by default you can click and unlock 12 per server without any decrease in tokens.

I paid for my vip, they took the money and removed the "upgrade" button from my loading screen. but all my toons are still locked and I cant join a SG. whats going on here ?
