My Street Justice/Invul Build

Alright guys after a few days of tweaking and tinkering with my build. I've finally decided that this is my perfect build for an all-around player with a Street Justice/Invul toon. With this build I have absolutely no endurance problems, sufficient damage, accuracy, and recharge rates. An actual non-purchased travel power. Solid defense for both PvE and PvP so whatever you're up for you are more than capable of doing. I've run a multitude of Incarnate Trails leading the pack and have held my own without dying. And to make everything sweeter you don't have to splash a ton of cash! Overall I spent about 1bil in IO's before spoiling myself and splashing the cash on the more extravagant IO's. With the 2 Ragnarok's, Gladiator's Strike, and the Gladiator's Armor set in Unstoppable the build costs roughly 3.9bil depending on how gentle Wentworth is going.

Should make you almost unkillable, you would have good AoE and Single target damage, Cardiac alpha will boost both your resists and end reds, greatly easing any endurance problems. You are soft-capped to all damage with one in melee range of invincibility. Only thing lacking is a proper heal, which can be attained by using Rebirth.



Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.

I'll have to take a look at that build when I have access to Mid's Pine. I have a Street Justice/Invuln brute that could benefit from similar slotting.

I won't have the Glad Armor though, so I might have to settle for 42% defense instead.

Alright now that I have more money I've gone back and revised my build. I took some pieces from Pine's build and tinkered with mine and splashed the cash. I've gone through and gotten the best IO set bonuses I could with the IO's I used to generate the best Damage, Recharge, and Endurance costs for each power while using the IO set bonuses to give a solid helping to an already good accuracy rate. Why Combat Readiness was left out of your build Pine was a bit puzzling though I do commend your choice of leaving out Unstoppable and adding Fire Mastery powers, I still decided to keep my Unstoppable and Body Mastery for personal enjoyment. Keep in mind I had a lot of money so the build is on the expensive side.

You seem to think that because you have some inf to throw around by putting in expensive sets your toon is instantly godlike.

I will be blunt: For the resources invested, your build is bad. Bad, bad, bad.

Now it would still play like a ****: With that much invested in it it would be hard NOT to. The ONLY important thing is that you have fun!

However, with a few tweaks, you can save inf and get a more effective toon.

I took your build and made some tweaks. I took out unstoppable and most of the pvp sets. I got your dull pain perma and cut your hasten downtime waaaay down. I added the accolades and incarnate powers, and jacked your defense number up a ton.

Dude mauk I love it! Gonna toy with this build and mine, play both and see how it goes. I have the same build on Freedom and Exalted so this really works in my favor. Seeing how I have already spent the money for my build I'll be testing it out on the other toon, and for those of you criticizing on my addition of the Gladiator's Armor set, it was given to me free from a retiring SG mate so of coarse I'm going to accept it. I can't help it if I love Unstoppable *blush*

Nice build guys!

One problem I see is that it has hami's slotted, and we all know about their destiny.

I have tweaked the builds a little, and list mine below.

Regen is a little higher and build also includes psi protection.

I regularly play this toon on union (BAFs etc) and with incarnate slotting, I love every minute.

If anyone can think of some minor tweaks - please feel free.

Before AT sets, a good option to consider for spinning strike is posi's blast supplemented with javelin volley. Extremely cheap for a pvp set, it has actually decent enhancement combinations compared to any non-purple taoe set. The quad and the dam/end/rech are uniquely good deals. Really I'd take either of those over pieces of ragnarok if I weren't slotting five pieces of ragnarok.

You really need to read up on CMA's Invuln guide.
You're pretty much ignoring the ability to softcap.
Also, if built right, Unstoppable, even for a scrappbe, becomes a niche power that isn't really needed.

Common wisdom for Invuln and resists and best slotting.

Active Resists (Toggles): 4 pieces of Reactive Armor (ignore End/Rech and End)
Passive Resists (Auto): 3 pieces of Aegis (Res, Res/End, Res/Rech

Also, yes, this build uses Hami-Os. But it's using the "correct" Hami-Os (see "Not abusing Enzymes").

I must admit that I am probably among a vast majority who neither understand what a “soft cap” is, or the effect it has on our build – sadly not everyone is into “the numbers behind the words or meanings”, and the above guides helped me in understanding the point you were making. It should be noted that the forum post is “Invulnerability tankers and the Defence soft cap”, but I’m guessing the theory holds good for scrappers too.

At the risk of being proven wrong, you and Call Me Awesome are making the point that once our defence totals hit the 45% soft cap (per damage type), further slotting or placement of powers/slots with defence sets of a specific damage type is superfluous (unless you plan to slot “non-defence” enhancements), and we would be better off taking other more useful powers, or placing slots where they can be better used? Secondly, not ALL damage types need to hit the magical 45% soft cap, as we are unlikely to encounter all the damage types throughout levels 1 to 50 – Smashing/Lethal damage accounts for most (about 70%) of the damage we will ever encounter and these are the types we should aim to reach the soft cap on?

My posted build was a culmination of the builds given in this post, and provided better psi protection and regeneration.

I didn’t take Combat Readiness as the “Global speed boost” within teams (if someone had it), and the normal recharge bonuses meant most of my attacks were available when needed.

I have used Hyperstrikes build (as my 3rd build) to see how it compares to my normal build, and will report back in the future. With the uniques, I have spent over 2 billion influence (I had some of the uniques in storage) so you are looking at medium priced build (by my spending budget!!).

Thanks once again to Hyperstrike for the info on soft capping. I hope Paragons Light, myself and others can now “go forth and slap” knowing that they have finely tuned toons!

Yes, it holds for scrappers too. Your defense mods are a bit lower, so you can't cap quite as high as a tanker can. But you can still increase your survivability by a not-insignificant amount by bumping your defenses.

The main "gist" of the softcap is "Keep the enemy's chance to hit you floored at 5% and you've effectively kept the amount of damage most enemy groups can inflict on you "manageable".

Okay, the guide was written pre-Incarnates. So, for normal content the cap is 45%. For Incarnates, the cap is 59% due to heightened enemy accuracy/ToHit.

As for "more" over and above the cap being "superfluous". A small amount CAN be useful. Think about the monster stacking defense debuffs in Cimerora. You get hit, and your defense gets debuffed. So you get hit more, so you get debuffed more. So you get hit LOTS, and you're bug splat.

Cascading defense failure is a very real danger there. If you can take a couple hits and still stay capped, it provides you with a modicum of protection against cascading defense failure.

S/L is your most important for most of the game.
E/N is very prevalent in Incarnates content.
F/C is less prevalent.

So "going for cap" should be done roughly in those orders.
If you can get S/L to cap, and get the other two into the 32+ (1 Luck from cap) range, you're usually golden.

My main tank is capped to all simply because I'm anal about self sufficiency (which is why I overbuild for EndRedux as well).

On my build, if you're not as worried about the EndRedux in your active defenses, you can go with LOTGs in place of most of those Cytos (recommend Defense and Def/+Rech) for a big regen boost.

Also you're not really getting all that much out of Psi defense. You're actually being better protected by your ranged and AoE defense.

Your general level of defense is higher, granted. But you're using Maneuvers. While, yes, it works, it's generally considered a sign of bad build planning on an Invuln.

Sure, we could rip out Spring Attack on my build, go with Maneuvers, and realize a marginally higher level of defense, but S/L is already soft-capped, E/N would barely budge upward (because it's taking away a set bonus), and F/C is already in the "good enough" range.

But then you've just bumped endurance consumption by 28% and removed an opening attack that includes KD as a form of damage mitigation.

Lemme know how that build works out for you.
In normal combat you should be able to button-mash like a Brute and have everything dead before you worry about endurance. In protracted combat, you can go to Conserve Power.

I always love coming through a ridiculously tough fight with a full green bar, most of my blue bar, and incredulous "How the **** did you DO that?" looks from my teammates.

Pick one that you like.



Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.

Honestly, with Invuln, your best bet is to just pile more damage on.

Cimerorans for max damage or WarWorks just behind that.

Maneuvers is a top-notch power for an Invuln, ESPECIALLY an invuln that ever plans to team. Heck, the leadership pool is almost ALWAYS a good to excellent choice.

Stop spouting your build opinions as if they're some sort of gospel. Especially when they're freakin' bad advice.

You really don't need Maneuvers on a Invul.

OK people.

As promised, I have used Hyperstrikes suggested build and finally gotten it to level 50. I am currently in the process of incarnate slot opening, and have Alpha open and tier 1 slotted.

My observations are below, and, to pre-empt any back-biting among fellow readers/repliers, please try not to disparage other peoples suggestions etc, as thats not really what the forums are about!! If you have issues with a posters suggestions, please offer a valid suggestion / arguement in reply - as my sign-off says, we all have opinions.

Some background information:

I'm lazy, very lazy! When I enter a mish, I just toggle on everything Invuln-wise which isn't auto, together with sprint and combat jumping.

I have Conserve Power on auto.

Sadly, from lvl 40 onwards, this toon eats end at a disturbing rate! (well IMHO anyway).

This may be due to my Invuln toggle mania, and, when soloing (+3 x3) I was having to half fill my insps tray with big blues. This problem isnt so apparant in a team with buffs flying around.

Similarly, unless a team-mate is supplying speed-boost, hasten doesnt quite hit the "perma" mark on the staple damage powers - by this, I mean the recharge rate of builder/finishers combos is a little slow (particularly the AOE Spinning Strike could do with being a little faster) but, its manageable.

The recharge and endurance issues obviously disappear once you open the alpha slot, but they do make soloing a bit of a pain until you hit lvl 50 - I tried soloing at +6 and had big end issues resulting in toggles dropping.

I am going to revert to my normal build (lvl35) and see if the issue arises.

A question about Hyperstrikes build...

...do you ever notice the lack of healing enhancements in Dull Pain?



Also...you can swap out the extra three enhancements (non-eradication enhancements) in both Sweeping Cross and Spring Attack for three Cleaving Blow enhancements for an extra 2.5% e/n defense.

You can take a slot out of Conserve Power (depending on your end needs) and six slot Combat Readiness with the Gaussian set.

Another minor nitpick...the LotG in Combat Jumping would serve you better in Invincibility.

You end up with something like this...

Vitality - thanks for the build suggestion.

If you look at my original build on page 1 (one man and his dog toon), you will notice that I hadnt actually built the same as Hyperstrike (I didnt use build up (combat readiness), and took something in the Leadership pool (which caused quite a stir amongst other posters!)).

I must admit that I still have reservations about such slottings, but thats what individual builds are all about!

I still use One Man and his dog and have no issues with it, and, if I remember correctly, the healing uniques were included in that build.

What I am trying to balance up now is the differences between recovery etc, the soft caps, and my play-style.

In retrospect, ALL these builds are rock solid once they hit level 50, but what pains me a lot (and not just on this build but other AT's I run) is the automatic assumption that all builds will be blinding when they hit level 50, but that there are not many builds in the forums which use mids for "in-between" levels of 1 through 49.

For example, there are uniques which I can start to slot as low as level 10, but they don't always seem to be reflected in the forums "slot-wise". I actually respec my toons maybe twice or 3 times to both pick up early uniques, and to sell lower rated enhancements for their maximum rated level enhancements.

I accept that not all people have 6 years plus of influence to draw on as I do, and like to see a maxed out level 50 mids build online, but, for example, Hyperstirkes build has Hamis included which aren't available in the middle levels, and, this makes building an all-rounder, all level capable toon very hard to achieve.

Obviously, a quick work-around is to stock up on blues and greens, but, more interesting, would be to see a build which covers levels 1 thru 20, 21 thru 35 and 36 thru 50 for example. Loads of work for no real gain when one considers the ultimate goal is to hit 50?

I suspect at the end of the day, my foibles from 1 to 49 wont amount to much when most forum watchers want to see the final level 50 numbers, but then I ask what they will do when they join a level 25 task force with a build which has been maxed out, and most of their enhancements dont work!

A tough cooky that eh?
