REQUEST - PvE - Brute - Elec/Elec
I'm not too sure about what to do with Electric Melee, but I have a Broadsword/Electric Armor Brute that I am very happy with. It's a more balanced build; I've got 32.5% s/l defense to softcap on one purple (and 30+ melee so I can softcap that on one Parry) while getting 96.25% recharge before Hasten. With t3 Spiritual Alpha Hasten is permanent and Energize is only a few seconds short. The build was definitely created with BS's Parry in mind, however I think it could be tweaked to fit Elec Melee. There are no purples, I don't have the patience to get them or save for them.

It shouldn't be all that different. Despite Broadsword's inclination towards single target damage, it actually has a fair few AoEs (since Head Splitter takes PBAoE IOs). If you picked up both single ST punches and Air Super (or even slot Brawl) you could sneak the Kinetic Combats in there. Just an idea.
So I've been messing around with various Elec/Elec brute builds, but to be honest I'm not very familiar with Brute IO builds in general, or Elec specifically. I have an Elec/Elec brute in SOs/generic IOs who does fairly well but as he nears 50 I'm a little lost as to what I should be building towards. Specifically:
1. How close to softcap defense is "enough" for a brute? I'm looking for a build that leans more towards offense (ie. recharge), but is capable of tanking most things in the game with support. Being able to step up to tank at least BAF/Lambda with a full (competent) league is kind of the benchmark I want.
2. I know Energize can be perma with enough recharge but I'm wondering if it's worth it? I'm thinking not, but the most similar character I have is a Fire/Fire tanker so I get a bit concerned when I don't have a heal that comes up quickly.
3. Assuming I go for a high recharge build, which attacks are skippable? I was looking at Jacob's Ladder and Thunder Strike as potential skips, but I'm not sure if that would leave me with holes in my attack chain. Thunder Strike in particular is a big question mark, since I've always hated the long animation but I don't know if I would have enough AoE without it.
As far as budget goes, assume that anything short of PvP IOs is fair game, but my out-of-game budget isn't the best so I would prefer not to do anything that required Boosters to meet a goal.
