Arrg! Why cant I change my costumes?!

On several of my 50's I had long before i21 went live, I cant seem change any of there costumes. There's a "lock" at the top of the costume pic. So I went threw all of options to see if they added a "lock to costumes" and didnt see anything that would unlock or even lock them. What is up with this?! Why cant I change any preexisting costumes?
Anyone know why this crap is happening?

i believe this is a known bug prolly to get fixed in the next big update

*sigh* man! I wanna change my costumes on my MM like really really bad! I hope they fix it soon!!!! cuz now I cant be seen on that toon cuz her costumes are so crap! lol But thx for telling me. I will stop trying to hard to change them lol

you could still fix the costume how you want it and instead of trying to apply it, save the costume so when it is fixed just a quick "load costume" and your done, also so you dont forget what good ideas you have now lol

I can't confirm whether this fixes it, because I am not having any trouble editing my costumes, but I heard this second-hand:

If you have an unused second or third build, switch to that build. You'll be able to edit your costumes that way (with the added benefit of paying level 1 prices instead of the exorbitant level 50 fees).

Custom weapons may or may not be the issue. One of my character uses Mace Mastery and I couldn't edit his costumes until I manually selected the mace in the costume creator.
