If you are a subscriber, no, you get all that as a part of your subscription. Things do change if you stop subscribing though:

My premium account has GR:Complete, so I can answer this with 100% certainty.

If you had a retail or digital copy of Going Rogue and have applied it to your account, you will get the following:

  • ZERO FREE CHARACTER SLOTS (+2 character slots if the code had was applied before Sept 13, but they might already been used/applied to a server.)
  • NO ACCESS to the INCARNATE SYSTEM (No, it was not a part of Going Rogue. It is only open to subscribers. If you are a subscriber, you get access to the Incarnate System as a part of your subscription.)
  • One month of VIP access. * (Edit: I'll assume this has already been used)
  • Create a Praetorian Character
  • Demon Summoning

Of course if you want to use Demon Summoning after the free month of VIP access, you have to somehow unlock MMs (subscribing, buying an unlock, or getting enough Paragon Reward Tokens). The Electric Control set is available on Dominators, but if you want to use it on a Controller, you'll have to unlock those too (same restrictions as Master Minds).

* +400 PP, Possibly 2 Reward Tokens: +1 for month's access, another possible +1 for owning a retail code.

Edit:
Items in Orange are Going Rogue: Complete Collection items.

Hmm... Maybe it's just my ham-handedness with the keyboard, but you don't get any GR-specific emotes, (unless you've actually bought GR, I assume) and should buy them with points, even on a subscribed account. (No idea why emotes, of all things, aren't part of the sub.)

Snow Globe is technically correct, however. If you have bought the retail versions of City of Villains and Going Rogue (either online or through a boxed product) you do not lose anything* that came with those products. Therefore you won't need to buy Going Rogue again.

*GR does not however include 1st Ward or Incarnate Content.

The four emotes included in the basic Going Rogue are the following:
  • Going Rogue : Drink Enriche
  • Going Rogue : Loyalist Protest
  • Going Rogue : Praetorian Salute
  • Going Rogue : Resistance Protest

What I listed was every Going Rogue unlocked item on my premium (non-subscribed) account. I bought Going Rogue: Complete for it during the sale in July. City of Villains doesn't have anything to do with this at all.

So it isn't just "technically" correct. It is completely correct and I've verified that list.

Something I forgot to add:

In the chat box type /mypurchases

That will show you a list of everything unlocked on that account.
