Yes if you move from VIP to premium you lose access to Incarnate powers. Those are reserved for VIP players.

If numbers are so much more important than a teammate who is fun to play with, forget about the game altogether and go play with a calculator instead. -Claws and Effect-
And by lose everyone means they stop working. They don't magically disappear or anything. You won't have to earn them again. They'll start functioning if you re-subscribe.
