Returning Player has Questions
1. -Kinetic Melee is very popular due to its T9 dishing out high dmg.
-Sheild Defense was pretty popular for awhile but i personally havent seen much lately.
-Electric Control, Beam, Time, Dual Pistols are not overly abundant but you may see them on occasion.
-Street Justice was just released so give it alittle more time and we'll know how well it may be.
2. Still alot of them being used.
-Blasters are mostly /EM as you mentioned.
-Regen is still melee AT of choice it seems.
-Emps/Kins i've yet to see but i'm just returning from a break myself.
-Favored incarnates seem to be Cardiac,Reactive Interface,Pyronic/Ion Judgement, and Rebirth Destiny. Since Lore pets die when you do i don't seem them often. When i do i see Storm Elementals mainly.
All of this is just from my perspective.

Im a EU player that has recently returned to the game after around 2.5yrs and a lot has definitley changed and have a few questions:

1) Are any of the new sets beam rifle, dual pistols, elec control, time manip, kinetic melee, shield defence & street justice any good for pvp? |
Dual Pistols: You can fill it with procs but its still meh. If you want one go blaster.
Elec Control: Tesla Cage hits hardish and thats about it.
Time Manipulation: Boss PvE set but not that great in PvP imo
Kinetic Melee: In my opinon the best melee set available to scrappers unless you like toe to toe melee duels. Sucks on brutes and tankers.
Stalkers get the fastest AS in this set but not much else.
Shield: Pretty good on tankers with their higher def mods.
Street Justice: Doesnt seem to do that much damage in PvP on any of the AT's that has it. Has a slower AS for stalkers than most sets except Ninja Blade and Broadsword
2) Any of the old FOTM still viable for pvp guessing blasters are still all /em but are emps, kin sonics, rads still used and are stalkers and regens still the melee AT of choice? |
3) Are Incarnate abilities needed for high end pvp like recluse's victory and arena or would IO/HO builds be ok? |
EDIT: The uppercut on the stalker version of STJ seems to do about 500 without combo levels so thats pretty decent

Poison on corrs, def and trollers is very nice - power boost + defbuffs is nice. Psi Poison corrs are nice. Troller posion hold has longer than average base hold time.
KM is the defacto Scrapper primary. CS does insane dmg. With the addition of the speed power instant recharge regen is basically the best secondary puts mog up twice for the price of a few insps.
Dark blast is nice with the self heal -- em is always a good secondary.
as said Beam is nice but the animation and redraw kills it.
Ice stalkers seem very nice - Primarys never really matter your a stalker - AS/Placate/Shark...or team with stalkers and shrackzooka.
Street Justice looks nice - I might make a SJ/ICE stalker for fun...

* Ice Blast's slows are negligible thanks to DR and movement slows being gutted, and damage is now based on activation time so Ice got hosed badly (BIB does about as much damage as Ice Blast, but has a longer recharge time, shorter range, and higher endurance cost).
* Energy Melee sucks now because the animation time on ET got increased from 1 second to 2.67 seconds (this was around I11 so it's been this way a while). The mez changes mean you can't really expect to stun anyone to run them out of breakfrees or whatever, and global resists mean energy damage isn't particularly special.

Everything's been nerfed, really. Basically everything is crappy now, just some stuff is less crappy than the other stuff. Ice Blast and Energy Melee are bad now for two separate reasons:
* Ice Blast's slows are negligible thanks to DR and movement slows being gutted, and damage is now based on activation time so Ice got hosed badly (BIB does about as much damage as Ice Blast, but has a longer recharge time, shorter range, and higher endurance cost). * Energy Melee sucks now because the animation time on ET got increased from 1 second to 2.67 seconds (this was around I11 so it's been this way a while). Street justice does look promising may just spend my monthly points on it.
