Returning Ice/Ice - Please help this girl

After a long hiatus (I started with European beta and left around i9), I'm returning to COH to play with my husband who has a fire/dark corr. I'm hopelessly lost as to specs and enhancements. I've played a bit with mid's but I could use any advice available.

My main is an Ice/Ice that I have been playing forever. But I am on a Mac and do not have access to Mid's. If you can paste in a visible/readable version of your build, I'd be more than happy to offer advice!

@Winter. Because I'm Winter. Period.
I am a blaster first, and an alt-oholic second.

Well, with the caveat that while I'm a longtime blaster, I haven't played an Ice/Ice, here's my shot at things. I juggled a lot of stuff around, while trying to remain true to the way you originally built things (although I did drop stimulant for fly, since I had no idea why stimulant was in there, and I figured you'd likely be happier being able to get around a little faster...). Smashing and Lethal Defense got dropped somewhat, and I raised your Ranged Defense significantly instead, since by all indications, you have absolutely no intention of getting into melee.

I also boosted your recharge rather nicely, I think... the only thing I'm not sure I did all that well with was your Endurance- it should be tolerable, but it's not fantastic. Oh, and I ditched most of the resistance, since it was taking a lot of slots for not a lot of effect. Oh- one word of warning: I avoided purples (except for two Fortunata Hypnosis ones, but those are dead cheap anyhow), but several of the enhancements you already had- specifically, the Steadfast Protection unique and the Basilisk's Gaze sets- are quite expensive, since they have highly desireable effects.

Thanks very much! This is exactly the advice I needed. I really appreciate your time and guidance.

Original build looks OK, the only thing that really jumps out at me is Stimulant. You can't use this power on yourself, most take it as a pre-req for Aid Self. 32.5% defense to s/l means you can cap with a small purple. That said, I tinkered a bit with your build and got 32.5% to both s/l and ranged def. Tried to stay on a similar budget, hope this gives you some ideas.

Stimulant was a placeholder/brain freeze on my part. The suggestion to drop it for fly is a good one.

I have some basic build questions.

For hasten, should I 3-slot with recharge reduction?

For stamina, given endurance always seems to be a problem, should I 4-slot with performance shifter?

What are thoughts on Aim? It seems too situational to me to help with acc given the recharge and limited duration.

I've seen different opinions on slotting tough and weave? Is there some consensus?

Hey Gang,

I have an Ice/Ice/Ice blaster from way back when. I still pull him out for H-Merit runs and the occasional TF. I've inclused the build below for you to look over. Some highlights are 45% S/L defense, 32.5% Energy/Nenergy defense, near HP cap, 55% recharge and epic controls (for a blaster anyway). Also a nice plus is this toon can be played at range OR in melee. Chilling Embrace + Tough = some help vs S/L attacks that do get through defenses and Perma Ice Patch should make going in close safe. The build also allows you to hold boss level mobs quickly with Freezing Ray and Freezing Touch.

There's not much difference between 2 Rech IO's (84%) and 3 Rech IO's (99%). I usually slot 2 unless I have an extra slot layin around.

yup, 4 is fine, or 5, or 3 + EndMod SO.

Aim is taken more for the damage boost (62.5% dam buff)

Weave: 4 LotG's is common. a cheaper option is Red Fortunes

Tough: I usually use 3 Titanium Coatings. Alot of options for tough tho.

btw, how much influ are you wanting to spend? The build shown is at least 600mil (thats alot for i9)

perma jump is ---> /up 1

Money always seems to be a problem when it comes to shopping. I have nothing close to 600M influence. It's more likely I can start around 50M. My SG has loads of salvage so it will really come down to buying recipes and hoping for decent drops. However, since crafting costs 500k per enhancement, my influence will drop pretty fast. I don't have any farming toons so this will be a work in progress. Any suggestions on where to prioritize?

I'd prioritize the uniques in health, expensive though they are. I grab these for my toons as soon as they are available by running hero tips (2 hero merits each means 4 days of 5-6 mishes per day). These will make a big difference in recovery. If you don't have access to hero tips, or if doing them feels like 'grinding' to you, head over to the market forums for some tips on how to make quick loots.

After this, the sets providing ranged def will give the best cost/benefit. I start really noticing the effects of defense at around 20%, at around 35% my blasters start to feel pretty solid. (Personal opinion and experience here, ymmv).

As Hindenburg points out, Aim and Build-Up are more for the burst +dmg than the to-hit (though that aspect is occasionally useful as well). Big chunks of burst are part of what makes playing a blaster fun for me . Wait for the tank to grab aggro, pop both and lay down Ice Storm. Solo, use them the way a stalker uses AS to hit a big target, or lock down the boss and use your aim & bu to make short work of his buddies.

4 pshifters for stamina is a great way to slot it. Another not mentioned is 2 endmods and the pshifter +end proc.

Slotting hasten is a bit personal preference and priorities. I tend to use 2 slots unless I'm building for perma-hasten, or I've got the slots to spare. Mids will show the difference in recharge times; that 3rd slot, though mostly eaten by ED, does improve its recharge time by a noticeable amount due to the fact the base recharge on hasten is so long.

Tough is a power I personally don't place a high value on unless I'm stacking it with a resist-based epic armor. Other opinions will vary, a case can be made either way. As often as not, I'm chasing a set bonus here as much as good enhancement values in the power.

Another option good option for weave not mentioned are gift of the ancients, which gets you a nice recovery bonus at 2 pieces (besides being much less expensive than LotGs). And of course, frankenslotting is a good option here, too. 1 red fortune def/end, GotA def/end and GotA def works well for cheap (both in terms of slots and inf).

And welcome back to CoX!

Thanks. It's certainly a different game from when we could 5 or 6 slot damage and not worry about ED. Even after ED, influence was pretty much used for hosting costume contests for newbies. I have salvage that I'm sure never drops anymore and, at the time, we had no idea what to do with.

Where can I learn more about soft caps, diminishing returns, etc. to make smart choices about sets?

Since you've left some of us can play on Macs not, so posting nothing but a raw data chunk doesn't help anyone, since we can't use mids.

I added my proposed build sans the data chunk above (3d post, I believe) for that reason.
