No info display on mouse-over?

When I go to the enhancements "Manage" window, I used to be able to view information about each enhancement by moving the cursor over them. Now it seems I can't do anything to bring up the info. Really sucks because I have missing set pieces and I can't be sure which pieces I already have without going through a whole respec. Is this a tech issue or am I missing something obvious?

There's a setting in options to adjust the delay in showing the tooltips (first tab), that might be set very high. I, also, believe there's an option to disable showing them altogether in the options, so that might be it as well.

We've been saving Paragon City for eight and a half years. It's time to do it one more time.
