Yeah, you get 12 more slots on each server if you go VIP. Basically you get your old slots back, all of them, if you go VIP.
The "choose your slots" thing is only for free accounts. You don't get as much if you are free, but it's giving you a chance to pick which toons you want to play as a feebie. Those become your freebie toons unless you buy more slots.

Now as to what happens when you go back to VIP. You will get server slots, on every server you checked out while not VIP, equal to your normal remaining unlocked allotment. So if say you had 18 slots on Freedom while VIP, and you unlocked 4 while premium, you would get 14 server tokens when you go back to VIP on the Freedom server. Basically you will be put back to your previous VIP state assuming nothing else happens to change your available number of slots.
Servers you did not look at while premium will not need to have anything unlocked.
