I'd say Welcome Back, but I play on Justice.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

On other servers I can see the slots locked. But cannot unlock any as I unlocked all my slots on justice like I did before from my wives computer. On just all I see is the message they are retrieving my characters but it never goes passed that message, it just freezes.

So on other servers it does the "Retrieving your character" and then shows the list with them locked?
If so, it looks like it's something support needs to look at. The support site is https://support.cityofheroes.com
Be sure to mention that the character list loads on other servers but is only hanging on Justice.

EDIT: Nothing really looks out of place in the CoH Helper report.
EDIT 2: A thought occurs to me. Can you launch the game in Safe Mode and get the character list to load? I'm not in front of my computer with CoH on it, but if you'll give me about 20 minutes I can get home and give instructions for launching in Safe Mode with the new NCSoft Launcher.

I did that Texas, but they said I needed to run their gameadvisor application and each time I try to run it says it cant cause there is a C+++ run time error. I think I am just going to send them the hijack this and coh helper information. If you can take a look at my coh helper and hijack this info and lt me know if there is anything I am missing.

I don't see anything out of place in those two, but it doesn't show everything their game advisor shows that helps with their troubleshooting.
Let's try this to see if you can load in Safe Mode and get the character list to finish on Justice.
Open the NCSoft Launcher but don't launch the game.
Right-click the City oh Heroes entry and select Properties.
Put a checkmark in Launch in Safe Mode at the bottom and click OK.
Launch the game, log in and select Justice.
Does it still hang on "Retrieving your characters" or does it let them load?
If it finishes loading, log in on a character to make sure you can get into the game.
Disable Geometry Buffers.
Exit to Desktop.
Open Launcher again so that you can remove the Safe Mode setting then launch the game, log in and select Justice.

Its really weird because I don't remember this game having so many issues and like I said earlier, I play DCUO and CO and run those perfectly. Has this been an issue lately since they added the new launcher? The old launcher was my favorite lol. I didnt need to use safe mode for the COH gameadvisor app. It just decided to work today. I still cant sign into the Justice server, I am just referring to the COH gameadvisor app. Really weird.

Those other games run on DirectX. CoH runs on OpenGL.
The gameadvisor app tells me nothing. It may tell NCSoft support something, which is why they ask for it.
I wasn't talking about loading Windows in Safe Mode or running the gameadvisor in Safe Mode, I was asking you to try to launch the game in Safe Mode to see if it will finish loading the Justice list.

I did get it to work in safe mode, however the settings have to be set to bare minimum. If I even so much as try to move the slider for the quality to the next setting right above minimum, the client freezes. My wife on her computer can run it on quality settings with no issues. I am so stumped lol. I did submit the information to ncsoft support. thanks for your help and for trying Texas.

You may want to try using an older version of video drivers. I've had better success with older cards using the 197.45 nVidia drivers. Those were the last WHQL drivers in the 1xx.xx series of drivers. I've had better luck using those than any of the 2xx.xx drivers on older cards.
It wouldn't hurt to try it at least. Also, what version of the drivers is your wife's computer using? I know it's a slightly newer card, but a driver version difference could be the issue as well.
You might try shutting down everything running in the background and at startup that isn't necessary since you also have less memory than she does.
Also, check your PM's if that doesn't work.

I actually tried using the 266 and 197 drives. Uninstalled them all first of course. Still had same issue with it. Tech asked me to do msconfig turn all programs off at start up. I forgot to tell them I tried that already as well. I am so stumped on this issue. Still waiting for a reply back from tech. My wife uses the 266 and it works perfect for her. Not sure what the issue is.

A thought just occurred to me. It's a wild shot in the dark, but worth a try.
Go into the game installation folder, go into the folder with your username, delete or rename the playerslots.txt file and try to launch the game.
Perhaps that file is corrupted somehow and that's why it's hanging.

Ok so I just came back after a long time away. Now its really weird because I can sign in using my Username and Password. I can then see the list of servers. The second I pick Justice, all I get is "Retrieving your characters". After that the game freezes and I have to ctrl+alt+delete, game then shows it is no longer "responding". Now I am not sure what the issue is, however, I was wondering if this has happened to any of you. I run DC Universe Online and Champions Online on max settings with no issues, so this game should be no problem for my computer. Any suggestions are welcome as I am kind of stumped at the moment.
Also I have erased my piggs folder to let the installer "repair" it. I have erased the xml document in the COH folder to have the installer fix that as well. No firewall or antivirus software on the computer either. In fact I just reformatted the hard drive and installed all of the SP3 updates for windows XP. Last thing to note is my wifes computer which is literally less than 3 feet from me has no problems signing into her or my account. It is only this computer. Her computer is much older than mine as well, I am talking like mine has a core 2 duo E6600 and hers is P4 3.0 with hyper-threading. Her computer has 4gb of ram, mine has 2 gb. My computer has an 8800 GT, hers has a 9600 gt. All drivers are up to date for nvidia cards as well.
