Unearned Reward Tokens?

I guess my main concern here (beyond 'what happened?') is - should it be ok to use this account, or is it probable that whatever happened will be fixed and I'll log in sometime to find that it's been stripped down to no tokens?

Just going by past happenings when people were accidentally rewarded Veteran Reward well ahead of time I don't think they'll remove them. They were trying to fix a problem with how/when the VR's were being given and several people were accidentally granted tokens well before they should have received them. We were told they would not be removing them incorrectly granted rewards.
Now, if you really want to be sure, send a PM to the various OCR team members and ask them about it. They likely will have to ask someone else to get an answer (unless someone else has asked them already) but they are good about responding to things like this.
Avatea, Beastyle, Freitag, 7deCoeur and Zwhatshisface (I still won't spell it right, just start typing zwill in the name box and it will show up to select) are the people you want to send PM's to. You can send PM's to multiple people at once, just like an email.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I also had a beta account that was recently reactivated.
This was the beta testing account I received for being a registered member of the forums before City of Heroes launched in 2004.
The last time I logged into it was just prior to Name Reservation and Headstart.
It has had no codes applied, no retail boxes applied, no nothing.
This account has: 17 Reward Tokens, 14 spent. 0 PP. 2 Global Character Slot Tokens. No characters on any server.
Strangeness.

So I have not used this account since the original beta. Looking at Account Management, beta is the only code ever used, and it has never had any paid time added.
Yet somehow, on logging into it I found that the account has 19 Paragon Reward Tokens. That's more than the account I've actually been using, who has 15 tokens after 2 years 7 months of paid time.
..Any idea as to what might have happened?
