How much money are you willing to spend (give a "would like to spend" and an "absolute maximum"... somtimes people are just unable to spend the extra 30 or 40 to get something that is considerably better, other people are willing (but are wary) of spending more than their comfort zone allows..

I would definately recommend getting a new PSU... 250 Watts will end up limiting you possibly more than you would like (especially if you get the "upgrade" itch)

how about 150 max? is that even viable?

$150 can get you a video card capable of handling ultra settings. Not maxed out with good frame rate but definitely enough to get a good impression of ultra mode. That is for just the card though, not the power supply.

Another $50 will get you a video card that will handle pretty much anything ultra mode can throw at it. At least for now.

If you want to get a good idea of what level of video card you might want then visit Here

I have the Geforce GTX 460 which handles Ultra with most settings mid ranged to maxed. A couple settings need to be pretty low in order to keep a decent frame rate but by pretty low I mean lower end of ultra, not standard.

Getting a good video card cheaply is best done without trying to get it immediately. Shop around, look for sales, if you look in stores then look to see if they have cards that have been returned. And make sure you check multiple stores. My personal opinion and shopping style is that I would rather wait a month and get something really good than buy now and get something that's not bad.

Don't count your weasels before they pop dink!

Very: http://www.newegg.com/Product/Produc...82E16814150540

The RadeonHD 5770 / 6770 (it's the same card: http://www.techarp.com/showarticle.aspx?artno=88&pgno=3)
is perfectly capable of driving all Ultra-Mode options in 1920*1200: http://boards.cityofheroes.com/showthread.php?t=219534

Problem is, you are going to need a new power supply. Yes, you can get a RadeonHD 5770 / 6770 to run full clocks on a 300-watt power supply, but you won't be running anything else (e.g. hard-drives, dvd-drive, system fans, and you'll need a mobile or ultra-low-volt processor). With a typical system load you'll be looking at around 450 watts for a starting point.

If you are trying to keep your total purchase price around $150 this Thermaltake will probably work for your system: http://www.newegg.com/Product/Produc...82E16817153023

yes it's a 430 rather than a 450, but Thermaltake's sustained power is typically good enough it shouldn't be a problem.
