[Build] Shield/Elec - Optimization?

As my shield/elec is nearing 50, I figured I should come up with an IO Set build for him (being somewhat ambitious).

This looks like a reasonable build that the character can self-acquire for the most part. Focuses are the three targeted area-effect charges, defense, defense and more defense. Slotted the HOs in order to increase my DDR a tad; I expect them to be the last thing actually equipped as they'll be something I have to buy from the market. Torn between Nerve and Cardiac for the Alpha (will probably take both); taking Void for Judgement; Reactive or Diamagnetic for Interface (will probably take both); unsure what to go with for Destiny and Lore.

So ... It looks good to me. Show me where I can (cheaply) improve.

A few quick things I noted:

I prefer to slot Membranes into Active Defense, usually two slotting them, Those Enzymes are going for about 400 mil each, last time I checked.

I prefer to use LotG or GotA in my defense toggles. The Lotg are great for both +recharge for the proc and the +hp/+regen/+acc. The GotA are great for +rec/+max end.

Lightning Rod and Shield Charge or both powers that I think benefit from using Obliterations, and/or throwing a purple set into one of them.

I usually consider OwtS a one slot wonder.

I wouldn't throw three slots into both CJ and Super Jump, nor would I bother with the Blessings of the Zephyr in them. First of all you don't need the extra kb protection, and you could get better defense else where.

I'm also not sure if I think spring attack is worth it.

So I've changed a few things up in this build. I've left in Spring attack, but have rearranged things slightly. Take a look and see what you think.

A couple of other suggestions:

I don't think there's much point in putting 2 LotG in Phalanx Fighting, since the defense enhancement affects only the ally portion. I'd pull the Kismet +Acc from CJ and move it to PF where it'll be 'always on' and move the LotG Defense to CJ.

IMO, Grant Cover is not worth two-slotting either. I'd put a LotG +Recharge there and move the second slot to Health. Since you'll be at the Rule of 5 for LotG +recharges, I'd move the second slot from PF to Health too.

Putting a Miracle Heal and Numina Heal in Health will give you better regen and recovery bonuses than with the previous slotting and will provide some regen enhancement as well.

Finally, I think the OP would be better off with Jacob's Ladder than Spring attack. JL is a decent cone that can double as a ST attack--something this build is sorely lacking--and it recharges in 8 seconds instead of 120.
