CoH uses a new staged download system for new players to get in the game faster. The updater installs the game in stages:
Stage 1: Login and Character creation screen
Stage 2: Tutorial
Stage 3: Atlas Park and Mercy Island
Stage 4: Everything else
Just leave the updater running and it'll finish.
Issue 16 made me feel like this.

y the atlas park doesn't load it stops in a specific plase and send me to log-in screen??

Try quitting the game. Start the NCSoft launcher, and click on the arrow by city of heroes. Choose either "download" or "repair". This should get it to download faster vs letting it download in the background while playing in the costume creator

i did it's just still the same 
and i've created another character and nothing and that's all in 'union" server and when i go to any server it tells me to go to the store and the beta version is 4 VIP's only so ...
and i REALLY(x3) was exited to play it
so please help!
You should be able to get into the Live version of the game, but not into the Beta version unless you're paying the monthly sub.

Right, but you are *playing* the game, right? Or making progress with the downloader? You can run the tutorial and go to Atlas Park at least?

2. Start the NC Soft launcher, choose City of heroes and let it download.

I just reinstalled CoH last night and went to play. I played the tutorial and it won't let me exit until Stage 3 has completed downloading? I see an icon that says 3 with 0%. Is there a way to initiate the download or is it set to download on a certain date? Also, I can't switch to any of my preexisting characters because it requests the completed download of stage 4?
