I have a Will/Kinetic tanker but i spend all my "energy" on missing the target, im level 16 now its just a good thing i can take a beating, Its almost as bad as a wide range aoe missing minion in its epicenter, doesnt make sense to miss 90% of the time

Join a sewer trial from LFG tab and get the accuracy buff from it.

You're not missing 90% of the time. However, the human brain is weird, and tends to remember the string of misses while ignoring the string of hits as "normal behavior." It's also horrible at determining randomness.

Low-level characters have an inherent called "Beginner's Luck" which increases accuracy at low levels. This slowly fades as you level up until at level 20 it's completely gone. At DO-levels, you should be slotting some accuracy enhancements in order to compensate for this loss, and by the time you get SOs, you should be back at 95% accuracy easily.

Also, it depends on what enemies you're fighting. Some of them have defensive bonuses, so your chance to hit them will be lower, and some of them will debuff your to-hit chance (CoT ghosts and Tsoo Sorcerers, in particular) and actually will make you miss a lot of the time. Also, your chance to hit higher level mobs is lower, so if you're fighting level 17 or 18 mobs you will miss more.

Be sure to slot at least one DO accuracy enhancement in your attacks as soon as you can, and then upgrade to at least one SO accuracy when you can. I generally try to get at least 45% to 65% accuracy in my attacks from enhancements, and I almost always have IO set accuracy bonuses. Building your character this way generally means you will hit 95% of the time, except for the cases mentioned above.

ooo thanks for that will sort it out, i understand higher level mobs will reduce my Chance to hit which is why i play -1 my level :P im a wimp, is there any way to see my overall chance to hit % and not just for individual spells?

You should be able to track base ToHit in the Combat Attirbutes window. However, you can also figure this out mathematically, if you want.

Fighting even level enemies, most attacks have a 75% chance of hitting. Going down to -1s, this should increase to about 85% or so. Slotting a single DO should have you capped at 95% chance to hit -1s.

Edit -> Actual math:

If you're one level above the enemy, your powers are 1.11 times more accurate. .75 * 1.11 = 83.25. An even -level DO is approximately an 16.67% increase. 83.25 * 1.1667 = 97%, which is over the cap of 95%.

You can also add a tab to your chat window to show your to hit rolls. Per ParagonWiki, adding the "Hit Rolls" system channel will show:

Quote:
Information regarding hit rolls in combat appears in yellow in the Chat Window. Each of these messages indicates the following:
  • chance to hit the current target with the selected power
  • actual number generated by the hit check
  • indication that the power was autohit
  • indication that the power either hit or missed

Also, Last Hit Chance can be tracked.

As others have said make sure you slot accuracy in your attacks. I find that one SO ~40% of accuracy is enough.

To check what where you are at click Powers > Combat Attributes. Under general find the last to hit chance and right click it and monitor it. Watch that number and make sure it is at or close to 95% most of the time.

If you slot IO sets watch for accuracy bonues and slot some of those to help. The Kismet +6 To Hit is also a easy way to boost your chance to hit. If that doesn't work Tactics under the Leadership pool can help but carries a big endurance hit so make sure you can slot it or withstand the hit.

As was mentioned you can monitor your "last chance to hit" percentage.

If it wasn't made clear how to do that, you'll find it in the Combat Attributes window under "Base" settings. You'll find the Combat Attributes window at the top edge of your power tab. Click on Combat Attributes, open up the Base section and right-click on "Last Chance to Hit". It should give you an option to monitor those numbers. The new window it opens can be dragged around the screen to a spot out of the way.

added clarification.

You can monitor up 10 stats. Example: screenshot (see the little box on the right side)
