Ice/Storm Crituque
First, Welcome back!
Your datalink is not working. That happens a lot when you go back to edit your post. As a result, I generally try to post the Data Chunk so that even if the link doesn't work, other can still get the build fed into Mid's. As a result, I can't load in the build unless I pull up Mid's and re-choose all the powers.
Because of the above, I can't see your bonus numbers. From what I see, it is a pretty nice build, and I can see why you chose the enhancements and powers you chose. I think Freezing Rain is underslotted . . . I have recently tried slotting FR (and Cold's Sleet) with 2 Rech, Achilles Heel Proc, Lady Grey proc, Posi Blast proc, Impeaded Swiftness proc. Freezing Rain alone kills stuff. I'm quite happy with the amount of damage I get from those 4 procs. But that would mean pulling slots from somewhere else.

The build is actually pretty good. Nice job.
My general feedback:
- Endurance is going to be murder until you get some incarnate abilities. You want to get a Alpha Cardiac as soon as possible. You probably also want Ageless Destiny.
- No Arctic Air. There are a lot of discussions about this on the boards and a number of conflicting opinions, but for what its worth, in my opinion this power is the main reason to play an Ice Controller. With Storm specifically it can be a bit dicier because of Hurricane pushing stuff out of AAs radius. However, very few teams will tolerate a Storm character who runs Hurricane 24/7. The endurance cost can be an issue, but you also shouldn't be throwing too many Tornadoes when you are teaming either.
- The 3% Defense PVP IO is the most expensive IO in the game, regularly selling for about 2.5 billion influence. That is a little more than twice as much as the most expensive build I have ever completed. It may be a suitable long term target if this is your main, favorite character or you already have it. However, even if you do have it, it may be worth simply selling it (I recommend using the market forums rather than the in game Auction House because it sells for more than the AH influence cap). You could outfit several characters for the cost of that one slot.
- I tend to avoid the Ice APP for Ice Control in favor of Psi. The main reason is Indomitable Will, which provides mezz protection and significant Psi defense. Its tough to perma but has good coverage while it is up. Psi is the main damage type that tends to bypass traditional defense. This decision is ultimately up to you. The other path to mezz protection is via the Clarion Destiny incarnate tree. I tend to favor that option less on builds with high recharge because I feel Clarion leaves me with some awkward situations (e.g. moments when you really need the mezz protection for yourself but the rest of the team is too far away to hit with it). Characters less dependent on avoiding mezzes have a little more flexibility there, IMO. Getting detoggled when you really need AA or Hurricane can be deadly.
- I am not sure about having both capped Ranged and capped S/L defenses. I think it could be effective in some contexts, but I also feel like many standard S/L attacks are avoidable anyway, and much of what isn't is deflected by Ranged. The main issue really is AoEs. I wonder if you wouldn't be more survivable with average-ish S/L Defense, a S/L Resistance armor instead, capped Ranged, and using Hurricane to floor the ToHit any melee attackers. No matter what your defenses are you will eventually get tagged, so capping to multiple damage types isn't always the best method if it means having very low Resistance.
I'll echo Tex's sentiments about AA. To me, it's the defining power of the Ice set. Without AA, I would at least consider Shiver because Snow Storm alone won't floor anyone's recharge. When you face enemies that con 3 or 4 levels higher, you'll really start feeling the lack of a second reliable source of -recharge.
I'll disagree, however, with Tex's advice on APPs. Considering the level of defense you've acquired mezzes should rarely get through. You'll still have to take care around certain enemies, particularly Carnies and Rikti. I would be tempted to recommend Earth for the self-heal, but it seems you've gone with the Ice APP for both utility and theme.
The build is actually pretty good. Nice job.

Along with Ketch's assessment that if I'm going to use a -recharge ability that doesn't floor a +3/4's recharge I need a secondary -recharge ability like Shiver. It always felt like you were sacrificing too much just to make AA work to it's fullest. Not saying that I wont use it but I believe I will need to re-evaluate my build and see if it can be worked in, as my playstyle will have to change to use it correctly and find a way to deal with the end usage. In response to the Hurricane, (and not to sound defensive...but it kinda does) I would like to think of myself as not an average player so I use Hurricane as a tool to position mobs in my teams AOE. Once a long long time ago we used to 8 on 8 farm pvp io's - I have a large number of these already sitting in storage so I figured I'd put one in there. I am torn now. There is no sense getting Snow Storm without getting either Shiver or AA unless I am going to never con above +1 which isn't likely... I appreciate the insight as that was my assessment as well and I do avoid carnies like the plague. As I have a feeling by the time this is over I will be making some significant changes to the build, I will explore the Earth APP and see if it fits. |

I completely missed that the build was lacking Arctic Air and Shiver. I agree that Arctic Air is a defining power of an Ice Controller, and it should be 6 slotted for EndRdx and Confuse. Once you hit level 50, the Contagious Confusion proc almost seems to double the effectiveness of the power.
However, AA requires a melee playstyle. If you want to stay at range, then Shiver is a good alternative. But one or the other should be taken. There are a lot of other powers I would skip before one of the AoE Slow powers. Leveling up, my Ice/Storm used AA and Snow Storm. Once we got inherent Stamina, I also added Shiver . . . now I use all three to slow everything in range to a crawl.
My Ice/Storm is not built for Defense. He is more designed to provide team support by letting the Tank and other melee guys grab aggro, and then run in to reduce damage and control. I'm pretty happy with that playstyle. You don't have to have a mega-mega defense/resistance/tankmage build. I have tried both the Earth and Ice APPs on him. I used Ice until the Incarnate stuff came along, and now that I have Cardiac in my Alpha Slot, I am trying Earth for the great heal and better melee attacks. With my playstyle, I don't need Indomidible Will . . . I get mezzed once in a while, but it is pretty rare and I can usually deal with it with a break free. If I ever get there, I'll probably take Clarion for the Destiny Slot.

I'm still at work so I'll build it up tonight. You steered me in the right direction once before on my elec/rad Praet and I still love to play that character.
Note that now that you can e-mail enhancements and recipes, there's no particular reason to include the phrase "on my server" in the above -- you can pull the IO off a character on one server and e-mail it to, well, anyone who can use e-mail (probably not Free players, but I haven't investigated that). Post the item in the market forum and let bidders from everywhere make offers.

If it's helpful, here is a recent build I did for someone else that uses the Psi APP like I was describing. I actually didn't put either Shiver or Snow Storm in there. This is partly made up for because the Psi APP has -Recharge as well, so Psinado will tend to top off the -Recharge of a lot of enemies. I am really just not a fan of Shiver in general to be honest... especially the fact that it only lasts 18 seconds. It has always struck me as a big animation time investment for fairly little payoff, although I sometimes take it when there are leftover power slots and I can kind of see why someone people like it.
This build absolutely needs endurance support in the form of Cardiacs and is also greatly helped by picking up Ageless Destiny. However, it has 60% S/L Resistance, capped Psi defense and Ranged, and is more or less immune to being mezzed most of the time.

I honestly had no idea what to do with shiver so I just dropped a Hami micro in there(and I don't even know if it affects it or not)

Looks like you solved the anemic Freezing Rain slotting that you had in the first build, and I'm traveling and don't have access to mids, but there isn't anything that's jumping out at me.
However, you could pull a slot from Stamina with minimal impact if you were looking for another slot, perhaps to five slot Earth's embrace for a recharge bonus? (Switch Rock Armor and Earth's Embrace to have enough slots)

Looks mostly good but swap Fissure and Tornado. You can now take Fissure at 35 and I think you will want that more if you end up exemplaring down to level 30 (unless you make a second build specifically for that).
Same with Arctic Air and Kick, Freezing Rain and Tough. Right now if you were to drop down to level 20 for a Positron TF or something similar you'd be left without most of your core powers.
Also, you have the Force Feedback proc affecting your current totals. When you turn that off you can see that Hasten is far from perma--you need to move slots there.
IMO if you must take Shiver or Snow Storm, skip the other. Consider replacing with O2 Burst or something like Combat Jumping.

Ya Local Man pointed me at the franken proc slotting. I'm actually pretty excited to try that power out slotted like that. Dropped 1 from Stamina and 1 from Steamy and 1 from Frostbite...and moved them over to Hasten and Earth's Embrace.

Just for comparison, here is the build I'm working on. This is a build capable of playing solo, but also works well on teams. I am close but not quite at Perma Hasten but have perma EE. I could have, with a few small changes, made this build with Rock Armor and about 41.9% Defense that could easily hit the Softcap if I wanted to sacrifice a little bit. But I prefer my controllers to focus on Control, and use Control in place of Defense.

As for Shiver: I didn't have it leveling up, and it certainly isn't needed. However, now that I added it in after inherent Stamina was added, I find that I use it more than Snow Storm. It is easy to use, and provides a huge ranged Slow and -Recharge.
Often in large groups, I will jump in with the melee guys, and then blow Shiver at the next group who was just aggroed as they run towards us. The other group slows to a crawl and I focus on taking down the foes around me. By the time the other group reaches us, the foes around us are down. Then I can use the same trick on the next group. You could do the same trick with Snow Storm, but I find that Snow Storm takes longer to set up than a quick blow from Shiver.

I'm a returning player from 2008 and re-subbed for the head start.
I spent most of the evening reading every ice/storm guide and all similar threads.
I am set on the actual powers I picked as they are chosen based on my play-style. Mostly solo but I do group once in awhile for TF's, but mostly solo.
What I'm looking for are a few sets of eyes to see what glaring mistakes I made based on enhancement choice and honestly I'm not sure what the caps are now that a few issues have been published.
I was rather good with MID's back in the day but again even the #'s there have changed that I'm not sure if I'm just overlooking something that might be obvious to the current build masters out there.
