VEATs not being able to start the new arcs in Mercy?

So far, it seems like I am not going to be able to do the new arcs in Mercy in Mercy.

I try to ouro Operative Kuzmin's arc, and it tells me to talk to Alan desslock, my first VEAT contact and the arcs (Excluding Dr. Graves' arc, which was awesome) are all dependent on doing that one first.

VEATs start with their traditional arc about getting on the Destined one's list, but after that they get sent to the other Villain Arcs. You just need to finish the VEAT exclusive mission first.

I did. I am (was) trying to do the arc through ouro after all that. I've completed ALL of the VEAT arcs, which means he won't introduce me to operative Kuzmin.

I just got a friend to start the arc for me through ouro.
