firewall/login server down
How are you starting the game? If you made a shortcut to CityOfHeroes.exe and added those command line arguments to the Target, it looks like you didn't get them right.
If you are using NCsoft Launcher, did you add anything to the Extra Command Line Parameters when you right click on the game in the Launcher and select Properties?
You could also try filing a support ticket.

Assuming you are starting the game up via the regular shortcut or launcher. In the game's folder, not the launcher, there is a file called addcache (it's identified as a XML Document by Windows). Delete it. It should be recreated with the correct command line parameters. |

this seems to happen to others often, but it just started happening to me again recently. I have checked my firewall settings (even turned it off) and still get the message when trying to log in. At first I thought is was just server maintanence but it seems others are loggin in without any issues. Any help would be appriciated.
I am also getting an error before I get to the log in screen that says.
Erro parsing command line argument 'aut 64.25.36.88-project COH'
