Power pool changes? (patch notes)

This is in the patch notes:

"Power Pool Changes

  • The first and second tier powers in Fighting, Concealment, Leadership, Presence and Medicine are now available at level 4 instead of 6.
  • The fourth tier power in Fighting, Concealment, Leadership, Presence and Medicine is now available at level 14 instead of 20."

So, I didn't think this had made it in. I thought it was only the Travel power pools that got this change.

Has anyone tried this yet to verify if it does work like this now?

They count the first two powers in Fighting pool as Tier 1 and Tier 2. Tough is considered Tier 3 and Fighting is considered Tier 4.

The just worded it wierd.
