Returning to CoH...someone QA my build?
Is this an old toon or a new toon ?
Mainly solo or group ? Reason I ask is group fly. Group fly is a solo power and you will get complaints about having group fly on. You will even get complaints about the hit debuff penalty that it no longer has because people just don't know. Its cool looking but they need to fix how it works. One day...
I think those PvP heal IOs are very expensive. So those IOs alone will cost you some decent money. This might be a billion INF IO build...
Again might is the key word since I did not look at the market to see what those Panacea are going for.
Storm is endurance heavy, so your going to have to pick up cardiac incarnate eventually to make it easier for you. You will probably have no choice in the matter honestly.
I pulled out an old storm demon summoning build and swapped in robots. Its a crappy build and you can do better without a doubt. I started to rework the build my mind isn't into it atm.
So my point in posting it, is just to give you an idea and direction.
If your gonna pick up aid self I would not slot any extra in aid other and keep it as a personal heal.
Your pets will give you an additional 7% defense from the bubble unslotted for defense. So some of the slotting again for defense is overkill.
The build as is will put you at Range cap and AOE cap and your melee will be in the low 30s. Hurricane which is only going to affect those in melee range will put your defenses way up against those mobs in the hurricane.
Again Hurricane is another power your not going to have on that much in a team unless your fighting an AV.
So I would go for Range cap and standard Tankermind concept.
When solo I would provoke mobs into me and have steamy mist and Hurricane running at first then turn off steamy mist once the mobs charge in. This way attack against your range cap and then are hit with the hurricane debuff when they touch it.
With storm it's going to be all about trying to corner and contain mobs of course.

I adapted from your starting submission. I switched to Doctor'd Wounds in O2 to boost heals and recharge, compared to two Purps - not sure if you already had those in pocket. I juiced up the recharge in Freezing Rain. This is your alpha-eater. It is also great indirect damage mitigation because foes that are slipping on their butt are not attacking you. I also shoe-horned the achilles' heal proc in as well.
I would like another accuracy in Gale, but I couldn't squeeze out more slots for it, but you do have a smidge of accuracy set bonus and good to-hit set bonus.
I franken-slotted Steamy Mist for resistance and defense. Defense is a low base to begin with. The heat and cold damage set resistance that was sacrificed for the changes will be made up for in direct enhancing in steamy.
Hurricane, I switched to slotting dampened spirits for more endurance reduction and another recharge bonus. The other big switch I made was to drop medicine and pick up Repair. You mentioned that you were soloing primarily. Golgi's aren't as expensive as Purple IO sets, but I know they aren't cheap. Mids takes Hammi-Os in Repair but not Heal sets, sick isn't it? I am confident you can debuff the foes for spot healing from O2 with Repair in your pocket for the big heal and especially for the Assault Bot if he catches too much aggro. Another point, don't be afraid to 'repair' the protector bots because they repair pets and bubble the pet _and_ you.
Don't worry about Group Fly. After Null the Gull, no should crab about using Group Fly. However, in my scheme of attack, I take hover and teleport. Recall friend is gravy. Teleport is faster for distance, but I use it in missions to position directly to the position I desire, queue up gale during tp animation and upon materialization, blow the foes to the corner or wall in a pre-planned vector to stack with robot's kb on their first go. You would want to have a stealth IO set bonus in sprint to stack with steamy mist for maximum stealthing.
Debuff, knock em down, lock em down, burn em down in assault bot patches. I picked up the mace hold for Hami time.

The only thing I question is if Repair is worth 4 slots? Most people don't take it at all and you are suggesting a heavy investment. I guess I didn't quite understand your POV on that one. Wouldnt it be safer just to go Aid Other in case I group? Or less slots to get that extra for Gale as you mentioned?
Hey It's been a looooong time since I've played CoH. I read a pile of FAQs and looked at a pile of builds and I came up with this. Please tell me how wrong it is and what I should change .
Taking Medicine for Aid Other/Self seems...somehow not that great but I couldn't think of anything else...I don't know what other two powers to take...Maybe stealth/invis?
I've very unsure of the Hurricane slotting...
Is the Freezing Rain slotting right? I found that in some other builds...
O2 / Health / Stam slotting as well I am unsure of...
Does Tornado need the 6th slot? if so what should I put in? the 5th seemed worth it for the recovery...
