I just got onto beta just today. I'm unable to do the simpliest things like get the First Ward. Just looking for SOMEthing to help me out...

Getting into First Ward can be done through the portals in Talos and (IIRC) Cap. That puts you in a room in the Underground in Praetoria, where there's a portal directly to FW.

I just didn't want to ask a bunch of stuff if the answers are already in a guide somewhere. Typically such a guide is up on the forums well before a new issue is launched. So I'd assumed this one would have a guide also.

Is there a way to transfer (copy) a current character from a live server over to the beta server? I've tried using the Test Server copy tool, but it's unavailable. I assume that "test" and "beta" are distinct from one another, of course.

The Test Server Copy Tool also lets you copy to Beta (it asks you which server you want to copy over to). If it's not available now I doubt it will be again before the head start goes live.

Second it looks like they took the character copy to beta tool down a week or so ago and since the game is going live in 2 days I don't think it will be back up before then.
