Going Rogue is a requirement for participating in the morality system.
Right now, Going Rogue is necessary for side-switching. Note that it is no longer available in the online store; it would have to be purchased through a brick and mortar store, or possibly through a third party online seller, like Steam (if they still sell it).
However, when Freedom goes live, Going Rogue will be included in all VIP subscriptions. If they decide to go Premium, they will have to make a one-time purchase of the Alignment system. If they want to play on a Free account, side switching will never be available.
