I'm also fairly certain that wouldn't be too large of a benefit for trying to solo AVs and such (although it can't hurt).

Indeed, it's that way because Benumb's secondary debuff goes by the Ranged Stun modifiers, thus controllers have the highest modifier values. This is also why the -secondary effect increases with level(-93.125% at 50 for Controllers) instead of being static like most debuffs.
Most of the time defenders have the highest because most debuffs use the debuff modifiers.
For example, the -damage portion of Benumb goes by the Ranged Debuff Dam modifiers, so defenders have the best modifier values.
Probably the most unusual values are for end drain and recovery debuff.
In PvE, everyone shares modifiers for end drains and recovery debuffs. Blasters, Controller, Defenders, Corruptors, Dominators... all the same.
But in PvP, Defenders drain better than Dominators/Corruptors/Controllers, and Dominators/Corruptors/Conrtollers drain end better than everyone else. Huh?! The defender version of Voltaic Sentinel drains end better than everyone else's. Huh?! Also, the defender version of Lightning Storm drains end and debuffs recovery better than everyone else's version. Double huh?!
I have a feeling non-pet powers in PvE got accidentally overlooked when the devs tried to make Defenders better at end drain than other ATs.... and then the current devs decided to keep it that way since they think end drain is powerful enough already. (That's why there are soooo many elec blasters, don't ya know.)
So I've been thinking about making some sort of heavy debuffing, heavy damage dealing (probably as a result of the former) support Archetype character, possibly with the goal in mind of being able to solo AVs or maybe GMs (haven't decided how ambitious I am on that front yet) but with a definite goal of turning any team into a steamrolling slaughterfest of funsies.
One of the ideas I was thus kicking around was Cold Dom/Ice Blast, as it takes advantage of the Defenders' superior debuffs, but also has Blaster damage on it's Ice Storm and Blizzard (an example of my topic for this post).
This had me looking at Cold Domination's numbers on the ATs that can use it... when I noticed something that seems very strange to me. The Benumb power on a Defender's Detailed Info shows:
-62.5% Damage
-500% Regeneration
-50% Secondary Effects
-5% Endurance
On a Corruptor it predictably shows:
-50% Damage
-500% Regeneration
-37.5% Secondary Effects
-5% Endurance
But on a Controller, we have:
-50% Damage
-500% Regeneration
-62.5% Secondary Effects
-5% Endurance
...what?

Another example of this kind of thing is the much talked about Double Scourge on Corruptors' Rain of Fire, making the power inordinately strong on a Corruptor relative to the other ATs that get it (I'm also considering Fire/Dark for this very reason, as well as the fact that Dark's Tar Patch is Defender-level powerful on a Corruptor).
Is there any sort of collected list of powers that are unexpectedly strong (or weak) on a given Archetype? I realize some of these are because of the issue/feature/whatever of psueopet powers not automatically adjusting based on AT scales, but apparently there are more, such as Benumb, that are unrelatedly inflated or weakened.
Also, does anyone have any input on potential AT/power combos for my above mentioned goal? I'm open to any of the Support ATs except Masterminds (because I am already up to my eyeballs in Masterminds).
I would also prefer to avoid Radiation Emission unless it's on a Controller, because my understanding is that it plays (can play?) a lot differently on a Controller. I would also like to avoid Ice Control and probably Storm Summoning.
