If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Both are purchased sets. Time Manipulation is free for VIPs but will need to be purchased if your VIP status ever drops.
You can use your 400PP/mo to purchase one of these sets (maybe two, if launch is far delayed), as they have been accumulating since July. Powersets are currently 800PP ($10) per set (unlocked on all applicable archetypes).
