Suggestion - New pool power "Investigation"

You might even consider adding a tiny bit of -res... not so much that it would replace Surveillance, but just enough to get an extra few DPS to those who take it.
The level 14 and 20 powers you suggest seem pretty nice, but I can see them as being so dramatically underpowered for combat that many players would skip them despite their utility. You might consider adding slight positional defense bonuses to them. Investigate would come with maybe 1.5-2% melee defense, since, RP-wise, you'd know what kind of weapons your enemies were carrying. Tracker would come with a similar AOE defense bonus.
This also suggests adding a similar ranged bonus to 'Watchful'.

I'd consider them all slightly underpowered at the moment though, so yeah, I'd give Watchful a slight +Acc or +Tohit, and give Sense Weakness a slight resistance debuff. I'd combine Tracker and Investigate into one power, and maybe let it reveal the map too.
The level 20 power should be something combat oriented and fun, like "All in the Plan" or "Planned Ahead". Dunno what exactly. Maybe a fast activating teleport that gives significant +defence for a short period after you use it? Or AoE Placate and then teleport. Put it on a long recharge timer.

Another idea i was toying with for the level 20 power (If the tracker and investigate where combind)
was something along the lines of "Ambush" where you had a self teleport power similar to lightning rod, except it was one target (Your target) only, and it had a good chance of a mez effect, as well as a bit of damage.
But yes, they could use buffs to defense, making them more combat related, but id honestly take them as they where.

Conceptually I love it. Unfortunately, Investigate and Tracker, as useful as they'd be at this time, are powers that affect the UI rather than anything in game. This means that if anything were changed in how that part of the UI works down the road, such as how the "last enemies" or "last glowie" were made to show up now, it could invalidate the set as a whole, or worse, the set could get in the way of the developers making further changes to the UI by locking them in to certain functionalities.

Watchful (Available at level 6)
Type: Toggle - Endurance Cost: Low - Effect: +Perception - Allowed Enhancements- Endurance reduction
Investigate (Available at level 14)
Type: Self buff - Endurance cost: Heavy - Recharge time: Long - Effect:Glowies show up on the map. Allowed Enhancements - Endurance reduction, Recharge
Tracker (Available at level 20)
Type: Self buff - Endurance cost: Heavy - Recharge time: Long - Effect: Hostages show up on the map. Allowed Enhancements: Endurance reduction, Recharge

I have two reasons for suggesting it, one practical
- I hate spending half a hour looking for the last hostage/glowie on a map
The second reason is Batman... No really.
