What sort of lag are you experiencing? If it's client-side, then it's all up to you.

Short answer: Yes.
Long answer: ...too many variables to explain, but maybe. Your machine, and it's cleanliness, your internet speed, up and down, your location, and the server in question's ability to keep up are all factors. If you're having issues with Virtue and Freedom, then there may be nowhere to hide once CoH:Freedom hits from teh LagMonstah.

It's quite possible, to be honest. I've noticed a lot of lag in Atlas recently, even with less people in it than would normally warrant it. I'm sure the devs could manage the surge with instance-splitting, but I'm a little worried anyway.
I know their doing stress tests, but it's already gets laggy on Freedom and Virtue sometimes. Does this mean that it may be better to keep my 2 solo toons on dead Triumph instead of moving them to join my Virtue toons, in case after freedom launch there's too much lag on busy servers. LAG sucks.
