help with a costume for concept character

I have a toon for a surprisingly serious RP giving his content, named Buxby,
He's the guardian of a young girl who is a constant target of the 5th Column because of her parent's status as heroes and her young age. Buxby himself is a sentient, animated teddy bear...

yea, you heard me;

What I was wondering if I could get any tips on how to improve the costume?
Any tips on playing BS/Shield scrappers?
