Frustraded about Flashbacks: Freakout Exemplar Build

Oh, man. I've been running the low level Ouro flashbacks and my totally kickass, perma-with-6-sec-overlap-hasten fire blaster was sloow and not the key player on a team I usually [feel that] I am.

When doing some of these with my ice tank, and seeing my S/L drop to 25, it was time to do somethinking.

I found this really good article about SoA Huntsmen that dwells on the subject of exemplar builds quite a bit. http://boards.cityofheroes.com/showthread.php?t=248244

Here is my rather hasty, irritated build I whipped out. Rule of Fives reached but not exceeded on 6.25 and 5% rech. No purples [duh].

This will be a medium cheap second build, and probably harder to find the sets at 22 than anything else. I'm not messing with my main build.

Where can you improve this goofy thing?

purples bonuses work at lvl 1, so why not use um? unless of course you dont want to spend that much on a "second spec"

did you mean to use lvl 20 IO's? lvl 22 enhancements would work at 17 so..is there a arc that's lvl 17?

yeah, after looking at those 2 threads I'm still not see'ing why they were using lvl 22 and 27 enhancements.

I'm assuming all the Ouro flashback's are base 5 level's? like lvl 5, 10, 15, 20, 25....?
if that's the case then you'd want to use lvl 20 IO's (for exemping at 15) and some lvl 25 IO's (for exemping at lvl 20)

I've made a Siren's Call build and a Warburg build in the past. In Siren's you're exempt to lvl 30 so any enhancements that were lvl 33* would give set bonuses. i.e. five lvl 33 Red Fortune's would give you all the set bonuses while exemp at 30.

*Of course now it was changed to a five lvl difference!. So if you wanted to make a Siren's Call build you'd want to use lvl 35 IO's or lower (this is only in regard's to set bonuses you want)

you might test it to be sure. go buy 2 cheap lvl 25 IO's and see if you get that bonus while exemp to 20.

not sure any of this was helpful but yeah.

btw. it's very easy to make one build thats built for both exemping and lvl 50, but you wouldn't want to go lower than exemp lvl 25 (you'd have access to every IO). You'd probably want at least two sets of purples in the build so that they'd work when your exemp below 25.

making a "all in one" build would be expensive tho.

Are you sure Purple bonuses work at level 1? [and I can only imagine this scenario in extreme sewer runs in Atlas] I wouldn't go for the purples anyway. Too costly. And though I've read that those Synthetic HOs are cheap, I kinda have a hard time imagining that as range is pretty sought after in most of my builds.

All my common IOs are at 50. Every enh, if not part of a bonus is set to 50, or should be.

I think I'm going to dedicate an alt to bidding on the entropics, etc, that this build will need which I suspect never hit the market and are just deleted as they drop.

Purple bonuses work at every level, even if the power they're slotted in is unavailable. They give very useful extra Accuracy and Recharge when exemping (maximum of 75% and 50% respectively), and some nice little boosts from the other bonuses. PVP IOs work the same way.

With the exceptions of Purples and PVP IO's you only keep the set bonus for 3 levels under what you have slotted in the power.

You do get to keep and use powers from 5 levels over the level that you have exempted down to.

Yeah, I recently tested this, running a 50 through low-level arcs and looking at my bonuses. I only went as low as 15, but the purple set bonuses still applied.
