Build Help: Battle Axe/Dark Armor Brute
The most important thing to do is slot endurance reduction in your attacks and Death Shroud. I'd say 2 SOs worth. Let fury be your damage.
Second most important thing is getting the Theft of Essence proc in Dark Regeneration. It turns Dark Regen into a power capable of endurance recovery. 240 Reward merits or 2 alignment merits and its yours.

I would try to franken-slot cheap IOs for heavy endurance reduction for leveling up, along with whatever damage/recharge you can squeeze in. Then overwrite those IOs when you are ready to slot your final build.
As for providing a build, I find it nearly impossible to put together a build for someone without knowing about their preferences. My suggestion is to either put together a starter build for people to work from, or provide some more information about what you want from the build, such as:
- Preferred travel power (or willingness to skip one)
- Primarily solo or team (or mix)
- Any other pool powers you want (or definitely don't want)
- Same for Patron/Epic pools
- Survivability (do you need to be able to tank?)
- etc.
You've discussed your budget, at least in general terms, so that's a start, but more information will help others help you.
Primary travel would be flight, as she's supposed to be a sort of Celtic stormcrow. I'd like to be able to take a few good hits. Being a sort of "glass cannon" can be sort of frustrating. While soloing is fine, I'd like to be able to be the person someone wanted in a team.
For the epic/patron pool, I haven't even given it a thought. I've gotten her up to 38, and as I said, I was slotting/choosing powers as I went.
Finally, with regard to tanking, I'd like to be a secondary fill-in tank, but I realize that with Dark Armor, that's sort of unrealistic.

Okay well I didn't have much to go on but I decided to take a wild stab at it anyway. Let me know what you think. Note that while I tried to keep the build priced low, I did include a small number of premium IOs. I find it quite worth getting those with reward/alignment merits if inf is in short supply, so I included them in the build. If you'd rather not have them, I don't think it will hurt the build overly to remove them.
I built for a bit of defense, close to 20% on S/L/E/N. Nothing to write home about, but a nice base to build on with external buffs and inspirations.

If you're using Flight as a travel power and plan on keeping hover active while fighting (I would), switch the two extra slots from CJ into hover, you can run both together and it will improve your defence a little. Plus the Kismet will be available at lower levels.
I've been trying to construct a battle axe/dark armor brute but I've been working as I level, and it's a disaster. I spend about half of a fight using blue inspirations to get enough to keep myself moving.
If someone's got a suggested Mids build, I'd love to see it. And while I do plan on IOing her out, I'm kind of on a budget.
