Considering Galaxy city is going to be the new Hero/Villain tutorial I doubt they would exclude VEATs and HEATs from it. They may limit the ability to allow VEATs to go Hero, and HEATs to go Villain right off the bat, but leave them out of the new tutorial? Very doubtfully.

Think you're right. Though, I do hope they get to choose sides as well as anyone else, although I can see why lorewise it would not be very fitting. Thanks for your answer though

Since the new tutorial has a moral choice(s) that effect your future contact trees, there's probably no easy way to enforce those choices on the EATs without being ridiculous. Chances are it will be easier just to start them in the starting zone under the presumption that people playing them should know enough without the tutorial.

I don't remember the answer to this question and have been looking around in different threads to try and find the answer, but have failed :/
The new tutorial coming with Freedom and i21, will EAT's be included there? I mainly think about whether the HEAT's do or not, considering they usually can start out in the current tutorial, and that VEAT's get the tutorial in Mercy.
