City of Heroes Legacy Updater no longer in use from August 4
I'm installing the new updater... AGAIN... because I had to do yet another System Restore on my computer last night. And I've noticed that Sophos antivirus has been going crazy. Every time I use the launcher it tells me I have a new virus on my computer. I don't use the computer for anything but City of Heroes and it was working just fine till I downloaded this stupid updater.
I'm having yet more problems with the new updater in that every time I click on the thing I get this error:
NCSoft Launcher has encountered a problem and needs to close. We are sorry for the inconvenience.
The program won't even open. I tried uninstalling it and reinstalling again but I get the same error every time. I guess this is why the game is going free soon because no one wants to pay for something they can't even play. Go back to the original updater please, the new one doesn't work. My original updater still opens unlike the new one but is useless right now because you don't support it anymore. If the original updater was still supported I could get on the game with that. Please reinstate the original updater until you can fix all the issues with the new one.
Hi all, just a reminder that the CoH legacy updater has been deprecated, and will no longer allow players to connect to the game through it. Please use the NCsoft Launcher or the Steam platform to launch City of Heroes.

From what I have read (specifically this post) it seams there were two versions of CoH on Steam, and one was removed (Architect Edition) and the other was updated (Going Rogue Edition).
So, I would guess - and it is just that, a guess - if you didn't have the Going Rogue Edition, your game wasn't updated properly.
Now, still speculating here, since the game you purchase is really only important on the NCSoft Master Account page, and it appears the Steam doesn't really care what version of the game you are running, I would think you could download a new copy from the CoH page, and point steam to it like in the post that Kazz linked to.
