Stardock utilities tend to lock up the game. Disable them or tag the game and launcher as an exception. Especially WindowBlinds.

No dice on that one, still can't get it to complete launching even in Safe Mode with StarDock items disabled.

You could try shutting off all non-CoH and other nonessential processes. Basically all the stuff in the Running Processes section. I also see it looks like you've installed stuff from Vidiotmaps. You might remove that and see if it makes a difference. It shouldn't be your issue but it could be worth a try.
It is known that there are an infinite number of worlds, simply because there is an infinite amount of space for them to be in. However, not every one of them is inhabited. it may not be relevant here, but i had a similar problem this morning with the Legacy launcher and setting the -renderthread 0 tag solved it for me, but i'm under Linux.
just thought i'd toss it out there just in case.
Killed almost all processes with no results.
However, I DID try the -renderthread 0 arguement, and finally got it to launch! 
Was very excited to see safemode pull up, backed out, and then tried regular. Success!
Just gotta reboot in a bit to see if any processes are causing an issue with the -renderthread 0 arguement in place.

Hello:
I decided to re-up my COH account today. I have not played since December, but it ran fine at that time. I logged on, saw the info on the new launcher, downloaded and installed it. After patching/verifying, I am unable to actually load the game. The NCSoft Launcher fires up, lets me click the button for launch COH, and then it brings up the blue "Loading..." bar (the same one you see before it exits the desktop). It does not generate any errors and does not stop responding (task manager states it is still running). However, it never does advance past the loading bar. I have also tried running in Safe Mode with the same results - does not advance past the loading bar.
The only things I know of that I've changed since then that might impact this is that I've installed a new virus scanner, and of course the new NCSoft Launcher today.
