ahhh ok.. I understand, Soo its boosting it, But its saying -5%, cause it needs 5% to hit cap.. that makes more sence.
I was thinking it was a train, so it made you fly slower, but ground travel faster. that particular toon doesnt have hover yet.. still need to respec with inherant fitness, hover will probably be a power i take as i really like the way it plays already.
