Mkay some people in game helped me with what softcapped means, so I switched out obliteration for scirocco's in Jacob's ladder and that gives me softcapped AoE, Melee and Ranged.
Phalanx Fighting only needs one slot because the defense bonus, I believe, is unenhanceable. Also, you are losing the bonus from those two slots anyways because you have reached the Rule of Fives cap for the +10% regen bonus it offers. Switching the Oblit set out of Jacobs Ladder for another Scirocco's wastes a second +10% regen bonus. It's not a huge deal, but that's something you generally want to avoid.

edit: Not sure where to put the slot from Phalanx fighting. I was thinking True Grit resist IO, but maybe a recharge in battle agility though the accuracy bonus is a waste I think.

1. Put another recharge on Active Defense. It'd give you a longer double mez protection time
2. Put it on Health. You could either leave it as a Heal IO, or you could add another Numina's enhancement to grab the +max HP bonus.
3. Put it on Stamina. You could add two more Performance Shifter enhancements to it and grab the same +max HP bonus AND a small recovery bonus. (I believe it'd bump your overall end recovery up 0.08... not great, but it'd work).
4. Putting it as a +damage res on True Grit would work also
Throwing the LoTG +recharge on Battle Agility would help with your recharge, but you already have the +9% accuracy bonus capped at five.

The defense it gives when allies are near is enhanceable but should not be relied on to reach 45% defense, especially on a farming character. Basically, don't move the slider on the power info window and don't put any slots in it.
Defense and recharge set bonuses have the greatest impact on a character. Any other set bonuses can not be obtained in a high enough quantity to come close to the survivability offered by defense, or damage potential offered by running a top attack chain. Even if they could, the build would likely be considered "broken" due to unusual slotting of powers or a lack of a certain bonus. So, if you go past the rule of 5's to get a recharge or defense bonus from a set, don't worry about it. That is assuming the recharge or defense bonus doesn't break the rule of 5's, but the bonuses before it might.

If I have a spare slot I'll put both of them in it. I never slot for defense in that power beyond what the LotG will give me when I slot it in there (and the defense isn't why I'm slotting it)

I've got BU, SC and LR synched up at around 40 secs without hasten which isn't permanent.

I consider the defense to be pretty good. I dunno what the heck softcap means or what number it is. If I've already been told in my other post I forgot hehe.
Anyway, suggestions on improvements are welcomed, however don't suggest purples or hamidon ios as I can't afford them yet.
Uhh, this character isn't close to being 50 yet, but I am trying to figure out what I should aim for.
